Approval to authorize incentive pay for Unlicensed/Licensed
Contractor Investigator Susan Grant for attaining a FEMA/Monroe County sponsored Floodplain
Manager Certification course.
ITEM BACKGROUND:
To receive incentive pay for additional certifications, Monroe County
Policies and Procedures Manual (page 33 and 34) Section 4.08 Salary Ranges, Progressions,
Increases, (H) Recruitment and Retention Increases: Certification Incentive Salary Increase (B)
indicate an employee must (a) currently be employed by the County in a career service status
position; (b) have been continuously employed with the County for at least one calendar year prior to
their most recent performance evaluation, must currently be performing at an acceptable level, and
may not have been issued a written warning within the previous twelve (12) months. Susan Grant
was hired as a Unlicensed/Licensed Contractor Investigator on September 12, 2016 and is registered
to take the ASFPM Certified Floodplain Manager class and exam in February, 2017. This course is
a county sponsored course and it is imperative for the County inspectors to become certified as
Certified Floodplain Managers. This helps with our FEMA standing. Upon successful attainment of
this certification, we are seeking approval to grant the $1,500 per year incentive pay, even though
she has been employed less than one year with Monroe County.
PREVIOUS RELEVANT BOCC ACTION:
On October 17, 2012, the BOCC approved incentive
pay for the Building Official obtaining his Floodplain Manager Certification with less than one year
of employment with Monroe County.
