Approval of Resolution urging Florida Department of Corrections
to Keep open and operational the Big Pine Key Road Prison
ITEM BACKGROUND:
First opened around 1950, the Big Pine Key Road Prison is the only
state correctional facility in the Florida Keys and is only one of four road prisons among the 56
prisons run by the Florida Department of Corrections (DOC). Road prisons were developed as part
maintenance. The Big Pine Road Key Prison provides necessary and valuable maintenance along
he roadway clean and free of debris, cutting
brush, and removing and setting up highway signs and accident-related clean ups.
US 1/Overseas Highway was named a Florida Scenic Byway in 2001 and was federally designated
ghest designation that can be awarded to a highway with
only 30 All American Roads in the United States. The Overseas Highway is an iconic feature of the
Florida Keys and its upkeep and maintenance make it a continuing attraction for millions of tourists,
supporting the overall economy of the Florida Keys.
In addition to working to maintain the Overseas Highway, Big Pine Road Prison inmates are also
assigned to perform a variety of other valuable services, including:
Working for other government entities like Florida Highway Patrol, Florida Fish and Wildlife,
the Monroe County Sheriff's Office, and the Key West Housing Authority;
Cleaning up and maintaining state parks like Bahia Honda State Park and Indian Key State
Parks; and
Assisting nonprofit entities around the Keys such as the Big Pine Key and Islamorada

The resolution asks the State to factor the considerable value of the services provided by the prison
inmates, and the savings to taxpayers for those services into its final decision. The Big Pine Key

Road Prison provides 25 full-time jobs. The maintenance work performed Big Pine Key Road
Prison inmates was estimated, in 2014, to be $900,000, according to the Big Pine Road Prison
Warden.
Additionally, road prisons serve an addition benefit to society by preparing inmates for their release
and reentry into society. By working among the general population, the prisoners learn job skills,
make important contacts and take a sense of ownership in what they do, road prisons also serve an
important prisoner rehabilitation purpose.
