AGENDA ITEM WORDING:
Approval to enter into a not to exceed $12,480 Task Order No. 3 to
the on call contract With Amec Foster Wheeler, Inc., for Category A canal program planning
services, to provide assistance in preparing the grant applications for RESTORE, the Gulf
Consortium and FDEP WQPP.
ITEM BACKGROUND:
The Pot 1 RESTORE application and the Pot 3 Gulf Consortium
application are federal grant applications, complex in nature and requiring technical engineering
assistance. In addition, DEP has several grant categories in which canal restoration projects may
qualify, and which also may require engineering technical assistance to complete. The Consultant
will provide assistance to the County in preparing applications for Canal
Restoration Projects for 1) Local Pot RESTORE Application Pot 1; 2) Gulf Consortium
Application Pot 3; and 3) various FDEP water quality grant programs.
PREVIOUS RELEVANT BOCC ACTION:
08/17/16: Approval to advertise on call professional engineering services for the canal restoration
program, including Category A Canal Master Plan Program Planning Services, Category B Canal
Infrastructure Engineering Services for Projects and Category C Environmental Engineering
Services.
11/22/16: Approval to negotiate an on-call contract with Amec Foster Wheeler, Inc., the highest
ranked respondent, for canal masterplan program planning services.
12/14/16: Approval requested to enter into an on call contract with Amec Foster Wheeler, Inc. for
Category A canal masterplan program planning services.
12/14/16: Approval to enter into a $127,611.75 Task Order No. 1 to the on call contract With Amec
Foster Wheeler, Inc. for Category A canal masterplan program planning services to implement a
$110,582 grant from EPA for development of Phase IIIA of the canal master plan.

12/14/16: Approval during a public hearing to consider approval of a resolution of Monroe County,
Florida electing to use the uniform method of collecting non-ad valorem special assessments levied
within the County toward the cost of providing Operations and Maintenance costs for canal
restoration demonstration projects on Big Pine Key, Geiger Key and Key Largo; stating a need for
such levy; providing for the mailing of this resolution; and providing for an effective date.
