Murphy, District 5 County Commission Meeting February 15, 2017 Agenda Item Number: N.7 Agenda Item Summary #2627 BULK ITEM: DEPARTMENT: Yes Sustainability TIME APPROXIMATE:STAFF CONTACT: Rhonda Haag (305) 453-8774 N/A AGENDA ITEM WORDING: Approval to advertise a Request for Proposals for Augmented Aeration Water Quality Improvement Projects for Canals #48, #59, #79, and #80 in Key Largo and approval of a request to waive the requirement for resident financial contributions towards the construction costs. ITEM BACKGROUND: The Augmented Aeration installation projects are designed to evaluate the cost and effectiveness of utilizing an in situ (in place) aeration technology which introduces oxygen to stimulate bacteria and other organisms to improve water quality to state standards. Canals #48, #59, #79, and #80 in Key Largo were selected utilizing the Canal Management Master Plan ranking criteria. The selected canals exhibit depleted dissolved oxygen in the water column due to the presence of organic sediment. The traditional methods of reducing the amount of accumulated organic sediment require the removal of the material, which is expensive and disruptive to the use of the canal. County staff wants to test alternative methods that may be a more cost effective means to improve dissolved oxygen in canals with organic sediment. These projects will provide valuable new information to the canal restoration program. Four canals were selected to allow potential multiple awards if more than one alternative technology proposal is received. Funds are not budgeted for this project. However, DEP has notified the County that $1.5M has been awarded from the Stewardship funds this year, and that DEP is preparing the grant award document. These 4 aeration projects will be included in the grant with an estimated value of $200,000, as well as the $1.3M backfilling project for canal #75. In addition, Resolution C-4 from the November 14, 2016 Special BOCC Canal meeting was approved 4-1 as follows: A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA DIRECTING STAFF TO MOVE FORWARD WITH SIX ADDITIONAL CANAL WATER QUALITY RESTORATION PROJECTS [canal 75 or 76 Key Largo, backfilling; canals 48, 59, 79 and 80 Key Largo augmented aeration; and canal 83 Key Largo, organic removal, backfill, and air curtain]; PROVIDING FOR AN EFFECTIVE with the addition of the words 4EGOIX4K 2 Staff is requesting to waive the portion of the C-4 resolution requirement for residents to contribute financially to the construction costs of the augmented aeration canal projects. These are true research projects, and the results are unknown. Once the technologies have been tested and if they are deemed successful, residents will then be asked to fund 100% of the operations and maintenance costs under an MSBU.
