Resolution 122-2015RESOLUTION NO. 122 -2015 A RESOLUTION BY THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS WAIVING THE PROHIBITION AGAINST ALCOHOL CONSUMPTION AT THE BIG PINE COMMUNITY PARK IN SUPPORT OF THE BIG PINE AND LOWER KEYS ROTARY CLUB'S ANNUAL COMMUNITY INDEPENDENCE DAY CELEBRATION. WHEREAS, the Big Pine and Lower Keys Rotary Club is a not - for -profit organization; and WHEREAS, Monroe County desires to support events put forth by the Big Pine and Lower Keys Rotary Club for purposes of community recreation and entertainment, and WHEREAS, the Big Pine and Lower Keys Rotary Club is holding a Community Independence Day Celebration on July 3, 2015; and WHEREAS, the Big Pine and Lower Keys Rotary Club will have vendors on the property offering alcohol for sale; and WHEREAS, the Big Pine and Lower Keys Rotary Club has requested a waiver of the county's prohibition against possessing alcohol in the Big Pine Community Park; and WHEREAS, Monroe County Code section 18- 25(b)(2) authorizes the Monroe County Board of County Commissioners to waive the prohibition upon a resolution of the board; NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, that the Monroe County Board of County Commissioners finds that the Big Pine and Lower Keys Rotary Club is a non - profit organization and that the Big Pine and Lower Keys Rotary Club is providing security guards in a number sufficient to preserve the public order and has obtained liability insurance naming Monroe County as an additional insured, all as required under M.C.C. sec, 18- 25(b)(2), and hereby waives the prohibition against alcohol possession at the Pines County Park as defined in M.C.C. sec. 18 -25(a) on July 3, 2015 from 10 a.m. until 10:00 p.m. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a regular meeting held on the 20` day of May, 2015. MEMORANDUM OF REQUEST From: Big Pine & Lower Keys Rotary Club To: Monroe County Public Works Monroe County Attorney — Pedro Mercado Monroe County Administrator March 17, 2015 PURPOSE This is to request the use of the Big Pine Community Park as a venue for our annual July 4 th Independence Day Celebration, which includes the only public fireworks display in the Lower Keys. Having the event at the Big Pine Community Park will facilitate the county's involvement in this beloved Independence Day celebration at a beautiful county park that still doesn't have the following that it should. This will be a showcase for thousands of people to check out this wonderful venue that was always intended for community recreation. This years' event falls on Saturday, July 4` We would need the use of the park for pre - staging of the event facilities maybe as early as Thursday, July 2 "d , but definitely July 3, 4 and for teardown on July 5 &6 Staging is accomplished by using Rotary Club members, volunteers and a work crew from the Big Pine Road Prison as well as a work crew from the Monroe County Jail. We would be using the open field between the ball field and community center. The event itself begins at 5pm day of the event and ends after the fireworks, which begin firing shortly after dark so a concrete time frame is not possible. EVENT DETAILS The Rotary Club does not charge for entrance to this public event. We have vendors come in and sell food, water, and soft drinks for the attendees. Those vendors pay us a fee and we in turn use the funds to pay for the event. The fireworks display is paid for by funds raised in fundraising activities throughout the course of the year. We host two boot drives on Big Pine, host a paddleboat race in the Lower Keys, and solicit donations and sponsors prior to the event. Our only money - raising activities the day of the event are our sales of beer, wine and a 50/50 raffle. We are also asking permission to continue the sale of alcoholic beverages at the event. We erect a large stage with a scaffold housing to provide shade for the band, mount our US flag and provide access for the event MCs. Vendors also provide shade structures for their individual booths. Attendees often bring in lawn chairs and blankets for seating. No coolers are allowed. The club handles parking and event access. We hire MCSO deputies for crowd control. Waste Management provides trash /recycle receptacles and portable facilities to alleviate pressure on the park's sewer system. We would need access to water but we supply our own generator for power needs. Events include games for kids (with the addition of this venue also the playground), raffle, live music, food, drinks, and vendors and possibly a dunk tank and bounce house. We are planning to shoot the fireworks from a barge in Bogie Channel. We plan to notify the neighbors of the impending event as we will be using both the park and the adjacent streets for parking of event traffic. Our crews and MCSO will oversee that operation. Rotary International provides event liability insurance and we will provide the paperwork with the county as a named insured. The Big Pine Volunteer Fire Department will be on site for medical emergencies. FUNDING Funding is derived through Rotary Club donations, event sponsors, sale of alcoholic beverages, boot drives, and other events. All funds raised are used to pay for the event. Estimated event costs: Fireworks $10,000 Food & beverages 1,000 MCSO 40U Waste Management S00 Equipment rentals 400 Music 700 Total $13,000 For the last several years, the event has lost small amounts of money. Because of that there is no beneficiary of net proceeds. But if there were net proceeds, they would be placed in a dedicated account to help pay for next year's Independence Day celebration.
