ITEM BACKGROUND: In June 2011, the Pigeon Key Foundation requested and the County provided a portable emergency power generator to be utilized at Pigeon Key to assist them in providing electricity /power. After the generator was provided and utilized, it was determined that the generator had received a major component malfunction requiring costly repairs in order to bring it back to operating condition. The Pigeon Key Foundation was invoiced and advised they did not have the funds to repair the generator. The debt has been carried on the County's books as a receivable. The Clerk requested a review of the status. The generator was returned to County service. The Foundation requested that the County forgive the debt. Just so we are on the same page, listed below is my understanding of what has been discussed: 1) Pigeon Key is in need of a 30 kw portable generator for a maximum time of five months. 2) Pigeon Key will be responsible for transporting and providing all fuel for the generator. 3) While the generator is in Pigeon Key's possession, Pigeon Key will be responsible and will provide any maintenance and repair, including all labor, materials, supplies and equipment, as instructed by the County's generator mechanic. 4) While the generator is on the island, Pigeon Key will provide access and transportation for the County's generator mechanic in order to conduct periodic inspections. 5) Pigeon Key will maintain all electrical connections, wiring and panels in a safe and secure manner, meeting all building and electrical codes. 6) Pigeon Key will be responsible for transporting the generator from the mainland to the island and when it is no longer needed or after five months or if deemed an emergency by the County requiring the generator be returned, for transporting the generator from the island back to the mainland.
