AGENDA ITEM WORDING: Approval from Monroe County Board of County Commissioners for
staff to negotiate an agreement with Seatech, Inc. of the Florida Keys, for Two (2) Hazardous Material
Prefabricated Storage Sheds, as replacement to the sheds located at the Long Key and Cudjoe Transfer

ITEM BACKGROUND: On December 3, 2013, one bid was received for Two (2) Hazardous
Material Prefabricated Storage Sheds, as replacement for the twenty (20) plus years old sheds located at
the Long Key and Cudjoe Transfer Stations. Seatech, Inc. of the Florida Keys was the low bidder. The
bid amount is within the budgeted amount for the project.
PREVIOUS RELEVANT BOCC ACTION: This project is included and identified within Monroe
County's Capital Improvement Plan, approved by the MCBOCC in September 2013.

RE: Bid for Two (2) Hazardous Material Prefabricated Storage Sheds, as replacement to the sheds
located at the Long Key and Cudjoe Transfer Stations
Though there were numerous inquiries regarding this bid, only one bid was received for the project. Seatech,
Inc. of the Florida Keys, a local Company located in Summerland Key, was the only bidder with a bid amount
of $249,445, which is within budget.
Companies from the mainland that showed interest in the project were concerned about the costs of
transportation to bring materials in and out of Monroe County. They also expressed concern about the cost of
lodging employees that would assemble the sheds at their final destination.
Attached please find the Bid Tabulation Sheet and detailed pricing summary. In reviewing Seatech's bid, we
found that they understand the purpose of the sheds, the County's commitment to purchasing quality/durable
products, and providing a safe/healthy environment for its employees and residents that visit the transfer
stations daily. The County's current sheds are over 21 years old, rusted, roof leaking, have been patched
numerous times and need to be preplaced at soon as possible.
Seatech's bid is within budget and offer the County a product that will serve it as well as our current sheds
have. However, we would like to move forward by negotiating with the vendor to secure the best labor costs
and materials pricing for Monroe County. At the January 16, 2014, BOCC meeting we will be requesting the
BOCC's authorization to negotiate with the vendor. We will also request permission to re -advertise if an
agreement is not reached.

*Note - The above pricing is utilizing the existing concrete slabs, if any alterations are needed there
will be additional costs. It also includes utilizing existing electrical service located at the site location.
The above pricing also includes the Hazardous Material prefabricated steel storage sheds and the
metal shade structures specified, within this proposal.
"FS" Series
A free-standing, relocatable chemical storage and containment structure. The structure
includes the following components for storage of flammable or combustible liquids and other
hazardous materials.
STANDARD FEATURES:
• Factory Mutual System ("FM") Approved & Labeled.
• Exterior Wall Construction: Weatherproof 2-hour fire -rated noncombustible construction, with
multiple layers of UL Classified fire -resistive gypsum wallboard encased between interior
galvannealed steel sheets & exterior welded heavy gauge steel sheets for maximum
durability, weather resistance & rigidity. Gypsum wallboard layers are offset with overlapping
joints for maximum fire -resistance.
• Sump Wall Construction: Weatherproof 2-hour fire -rated noncombustible construction, same
as exterior walls, utilizing interior & exterior continuously welded heavy gauge steel sheets for
maximum spill containment protection.
• Roof/Ceiling Construction: Weatherproof 2-hour fire -rated noncombustible construction,
same as exterior walls, utilizing interior galvannealed steel sheets & continuously welded
heavy gauge steel roof sheets for maximum durability and weather resistance. Roof/ceiling
permanently attached to exterior walls.
• 60"W x 80"H, Three-hour fire -rated double door(s), UL Classified & Labeled, equipped with
UL Listed self-closer(s) and UL Listed exterior security lock(s) with keyless interior safety
release lever(s).
• Screened Air Vent(s): Air inlet vent(s) equipped with UL Classified & Labeled 3-hour rated
fire dampers with louvers & screens to provide air flow. Dampers have a galvanized steel
frame, curtain -type galvanized steel blades, and a UL Listed 1650F fusible link.
• Building Base: Open channel construction for forklift and/or crane slings and under building
inspections.
• Internal Spill Containment Capacity: Minimum 30% of total storage capacity. Surpasses
regulatory and Factory Mutual requirements for spill containment.
• Interior Finish: High solids, chemical -resistant epoxy coating with a white aliphatic
polyurethane topcoat.
• Exterior Finish: High solids, chemical -resistant epoxy undercoat with a heat reflective white
aliphatic polyurethane topcoat.
• Four (4) Hold-down Brackets (structural steel angles) for bolting to purchaser's foundation for
seismic and wind load anchoring.
• Static Grounding System: One (1) exterior grounding connection, one (1) 10-foot long 5/8"
diameter copper -clad steel grounding rod, one (1) #4AWG copper conductor, and grounding
lug(s).
• Signage: D.O.T. hazard classification placard with rust -proof aluminum holder & stainless
steel clips; and pressure sensitive NFPA 704 Hazard Rating Sign(s).
DESIGN LOADS:
• Roof Snow Load: 40 psf
• Wind Load: 150 mph, Exposure C
• Floor Live Load: 500 psf
• Seismic Condition: Zone 4 or Performance Category E

DOOR PANIC BAR
UL Listed Panic Exit Rim Device on the active door facilitating personnel exit from the
- building.
PARTITION WALL, 2-HOUR FIRE -RATED (With Sump Separator)
Interior 2-Hour Fire -Rated Separation Wall, extending from the sump floor to the ceiling.
Fabricated from UL Classified fire -resistive gypsum wallboard on each side of structural
steel studs with thermafiber friction fit between studs. Both sides clad with
galvannealed steel sheet. Interior wall divides the building into individual compartments
and also divides the sump into separate secondary containment areas.
LIGHTING, INTERIOR (135W Lama) (Explosion -Proof)
Interior UL-Listed explosion -proof incandescent light fixture with a 135W lamp (120V,
1.25A, 1-Phase), rated for Class I, Division 1, Groups C & D, Hazardous Locations.
Heavy-duty glass globe with a sealed heavy-duty aluminum housing and equipped with
a protective metal guard. Equipped with an exterior UL Listed light switch (snap type)
suitable for outdoor locations.
EXHAUST VENTILATION, LOW EXTERIOR MOUNT (Explosion Proof)
Consists of a UL Listed totally enclosed explosion -proof motor (60 Hz, 1-Phase) rated
for Class I, Division 1, Group D, Hazardous Locations housed inside an exterior end
wall enclosure. Non -static & non -sparking 12" diameter fan blade to preclude the
ignition of hazardous vapors. Exterior exhaust fan housing constructed of heavy gauge
steel, with an exterior polyurethane finish for maximum chemical & corrosion resistance..
Interior exhaust vent located within 12" of the floor for the extraction of heavier-than-air
vapors. Exterior exhaust fan port opening protected with a UL Classified fire damper
having a 3-hour fire protection rating. Fire damper has a galvanized steel frame,
curtain -type galvanized steel blades, and a UL Listed 1650F fusible link. Exterior
exhaust port equipped with shutter assembly. Equipped with an exterior UL Listed fan
switch (snap type) suitable for outdoor locations. Automatic system shutdown if fire
occurs.
SHELVING (Adiustable, 16'D)
Corrosion -resistant stainless steel adjustable shelving with clear zinc -coated supporting
standards and brackets. Each shelf is 16" deep with a 1" lip on its front, back and side
edges for secondary spill containment. Each shelf will support a uniformly distributed
load of 80 psf.
LOAD CENTER (Single Phase)
UL Listed, 240/120V, single-phase load center (NEMA 3R) with circuit breaker(s) and
main breaker.
DRY CHEMICAL FIRE SUPPRESSION SYSTEM
UL Listed & FM Approved pre-engineered system rated for Class A, B and C Fires. Fusible link detection
for automatic actuation, Interior nozzle(s) for total flooding application. One (1) exterior UL Listed
weatherproof audible alarm(! 20V. 0.1 A, 1-Fhase). Dry chemical agent storage cylinder {tank) and
releasing device housed inside an exterior tamper -proof (key lockable) enclosure per the requirements of
NF A 17 (Standard for Dry Chemical Pxtit7guishin Systems). System equipped with a means for remote
annunciation. Automatic ventilation system shutdown (if applicable) upon system actuation.

FIBERGLASS GRATING
Pultruded Fiberglass Floor Grating made from fire -retardant vinyl ester resin. `T-Bar"
configuration with permanently bonded quartz grit/baked epoxy anti -slip grit surface for
personnel safety. 35% open area for maximum spill containment collection. Superior
strength, designed to sustain a uniformly distributed load of 500 psf.
SUMP LINER, HIGH DENSITY POLYETHYLENE (HDPE)
Seamless 30 mil thick acid/corrosive-resistant High Density Polyethylene (HDPE) sump
liner providing protection for sump floor and walls.
EMERGENCY LOCAL ALARM (Non -Explosion -Proof)
Non -Explosion Proof Emergency Local Alarm Switch with Non -Explosion Proof
Audible Alarm (general purpose use).
STATE SEAL Florida
Some states require state approval prior to shipping buildings into their jurisdictions. This
includes in-house engineering time, approvals, inspections and insignias.
