At the April 16, 2014, Board of County Commissioner's meeting the Board granted approval and
authorized execution of Item 05 Amendment No. 3 to the contract with AMEC for the Selection of
Canal Demonstration Projects to provide additional services related to obtaining homeowner approvals
for implementation of the demonstration projects, a time extension of ninety (90) days, and an increase
in the budget of $28,159.25. Total contract value including this Amendment $97,275.38.

AMENDMENT NO.3
TO THE CONTRACT
FOR
ENGINEERING SERVICES
FOR THE
SELECTION OF CANAL DEMONSTRATION PROJECTS
THIS AMENDMENT NO. 3 dated a & J68, , to that Contract dated the 15
day of May, 2013, as amended September 17, 2013 and November 20, 2013 by and
between Monroe County, "COUNTY," and AMEC Environment & Infrastructure, Inc.,
"CONSULTANT";
WITNESSETH:
WHEREAS, the COUNTY has agreed to proceed with several demonstration projects to
test various methods for canal restoration techniques to verify the applicability,
feasibility, effectiveness and costs in real time of the techniques on the canals; and
WHERES, much progress has been made under this CONTRACT; and
WHEREAS, additional services are still needed to coordinate the participation of the
hundreds of homeowners living on the canals of the seven County demonstration
projects; and
WHEREAS, additional time is required to complete the process of homeowner
participation approval and participation in the demonstration projects;
NOW, THEREFORE, in consideration of mutual promises, covenants and CONTRACTS
stated herein, and for other good and valuable consideration, the sufficiency of which is
hereby acknowledged, COUNTY and CONSULTANT agree as follows:
1. This AMENDMENT NO. 3 provides an additional Twenty Eight Thousand One
Hundred Fifty Nine Dollars and Twenty Five Cents ($28,159.25) for homeowner
coordination services. The overall CONTRACT value is increased from Sixty Nine
Thousand One Hundred Sixteen Dollars and Thirteen Cents ($69,116.13) to Ninety
Seven Thousand Two Hundred Seventy Five Dollars and Thirty Eight Cents
($97,275.38).
2. This CONTRACT shall be extended by ninety days from June 30, 2014 to September
30, 2014. A final payment request form shall be submitted by October 15, 2014.
3. AMEC shall continue to provide assistance in obtaining homeowner approvals for
implementation of the demonstration projects and updating the canal management master
plan data base with new information about the demonstration canals and other canals as
specified in Exhibit 11 3 -1" attached, including the budget attachment.

4. The COUNTY authorizes AMEC to send out 435 letters to homeowners on the second
ranked pumping canal #278, which AMEC shall do in a timely manner in order to meet
the schedule of the other demonstration canals. The County was required to move on
from the first ranked canal for the "pumping" technology due to a negative homeowner
response. In order to meet this level of effort and project time line a reassignment of
$5,000 from Task 2: Canal Management Master Plan Data Base Management will be
assigned to Task: 1 Homeowner Coordination in the existing Amendment #2 budget,
retroactive to February 20, 2014. This reassignment of funds shall not increase the
overall budget of the CONTRACT.
IN WITNESS WHEREOF, each party caused this AMENDMENT NO. 3 to be executed

SCOPE OF SERVICES
TASK 1: ASSISTANCE WITH OBTAINING HOMEOWNER APPROVALS FOR IMPLEMENTATION OF
CANAL RESTORATION DEMONSTRATION PROJECTS
There are numerous tasks that are required to obtain the necessary homeowner
approvals for implementing the Monroe County funded Canal Demonstration Projects.
Letter of Interest
AMEC will send out additional letters of interest to homeowners for the second ranked
canals as required and other additional selected demonstration projects to obtain an
initial documentation of their interest in participating in the demonstration project. AMEC
will provide details of the proposed restoration, homeowner contact information, and
information about operation and maintenance. AMEC will answer attorney questions and
teleconference when needed to address issues. The cost estimate includes the actual
mailing and certified postage (as required) for the mailing to homeowners.
AMEC will attempt to contact previously identified contacts by phone at each
demonstration canal as a follow up to the interest letters. AMEC will provide
homeowners information concerning the proposed restorations and try to answer all their
questions concerning the program. The Monroe County Board of County Commissioners
has previously agreed that if signed interest letters are not obtained within 90 days of
mailing, then that canal may be eliminated from the demonstration project at the option
of the County and the homeowners on the next ranked canal will be contacted.
Identification of Ownership
AMEC will identify the owners of the properties that will require approvals for the
restorations. AMEC will acquire signatures on release forms from the property owners to
allow Monroe County to perform any proposed canal restoration work.
This includes:
• Canal submerged lands
• Property owners of areas within the footprint of the proposed restorations
• Canal water front property owners
• Equipment staging area properties
• Properties where equipment will be constructed and remain in operation.
• Roadway Rights-of-Way required for culvert installation.
Owner Approval Agreements
AMEC will work to obtain the required homeowner approvals for authorization to
implement the canal demonstration projects. Assistance will be provided in obtaining the
homeowner agreement forms required for the South Florida Water Management District

Environmental Resource Permit, United States Corp of Engineer's Permit and Florida
Keys National Marine Sanctuary Permit. AMEC will provide the maps showing proposed
equipment staging areas and construction areas and provide conceptual design details
of the proposed construction. AMEC will communicate with homeowners to answer their
questions related to the restorations.
DELIVERABLE: Monthly activity reports summarizing work completed that month,
next month's action items and projected schedule.
Due to the unknown and variable nature of the scope of work contained in this task (e.g.
first time setting up these agreements in Monroe County, inaccessible homeowners) it is
proposed that AMEC will perform these serves on a time and material basis not to
exceed the authorized amount. The attached spreadsheet provides the estimated hours
per each staff level. If additional hours are required to complete the tasks a change
order will be provided to Monroe County for approval.
Total Task 1:$28,159.25
REASSIGNMENT OF FUNDS BETWEEN TASK 1 AND 2 UNDER AMENDMENT No. 2
AMEC will send out 435 letters to homeowners on the second ranked pumping canal
#278 in a time frame to catch up to the first ranked canals. In order to meet this level of
effort and project time line, $5,000 from Task 2: Canal Management Master Plan Data
Base Management will be reassigned to Task: 1 Homeowner Coordination in the
existing Amendment #2 budget, retroactive to February 20, 2014.
