At the July 15, 2015 Board of County Commissioner's meeting the Board granted approval and
authorized execution of Item R9 Amendment No. 4 to the Contract with AMEC Foster Wheeler
Environment and Infrastructure, Inc. for the Engineering Design, Permitting, Field Assessments, Project
Management and Engineering Support Services for the Canal Demonstration Projects to increase the
scope of services at Canal #266 Doctor's Arm Big Pine Key and extend the duration and budget for
overall project administration support of canal installations from July 15, 2015 to December 31, 2015.
The total Amendment No. 4 cost id not to exceed $69,583.50.

AMENDMENT NO.4
TO THE CONTRACT
FOR
ENGINEERING, DESIGN AND PERMITTING SERVICES
FOR THE
CANAL DEMONSTRATION PROJECTS
THIS AMENDMENT NO. 4, dated July 15, 2015, is entered into between the County and the
CONSULTANT, to the Contract For Engineering, Design And Permitting Services, dated the
21' day of May, 2014, as amended September 17, 2014 (Al), February 18, 2015 (A2) and May
20, 2015 (A3) byl and between Monroe County Board of County Commissioners, "COUNTY,"
and AMEC Foster Wheeler Environment & Infrastructure, Inc., "AMEC ".
WITNESSETH:
WHEREAS, much engineering and administrative coordination work has been performed under
the Contract and the three largest demonstration projects are underway with the remaining
projects anticipated to be underway soon; and
WHEREAS, the organic removal project construction contractor JND Thomas has advised that
the schedule for construction for Canal #266 is anticipated to be 87 days or more, which is 57
days more than the 30 days originally anticipated by AMEC; and
WHEREAS, additional funds are required to fund the additional onsite inspections and
administration activities by AMEC for the organic removal project to allow day to day oversight
of the construction work through the completion of the project; and
WHEREAS, the overall schedule of the demonstration projects, which includes all
demonstration projects with the exception of the pumping project, has been extended to allow
time for development of the remaining solicitations, permitting, coordination with the County
and construction; and
WHEREAS, additional funds are required to fund additional project administration coordination
services from AMEC for the period July 15, 2015 to December 31, 2015.
NOW, THEREFORE, in consideration of mutual promises, covenants and contracts stated
herein, and for other good and valuable consideration, the sufficiency of which is hereby
acknowledged, COUNTY and AMEC agree as follows:
1. AMEC will provide the scope of services as specified in Exhibit "A -4" attached and made a
part of this AMENDMENT No. 4.
2. This AMENDMENT No. 4 provides an additional amount not to exceed Sixty Nine Thousand
Five Hundred Eighty Three Dollars and Fifty Cents ($69,583.50)for additional construction
support services of the organic removal project on canal #266 on Big Pine Key and for
additional overall demonstration project administration coordination services. The overall
CONTRACT value is increased from Six Hundred Fifty Five Thousand Six Hundred Thirty

Nine Dollars and Seventy Eights Cents ($655,639.78) to Seven Hundred Twenty Five Thousand
Two Hundred Twenty Three Dollars and Twenty Eight Cents ($725,223.28).
3. Travel expenses are updated to reflect the revisions to the Monroe County rates. The mileage
allowance rate of $0.53 per mile and the subsistence (meal) allowance rates for Breakfast of
$6.50, Lunch of $13.50 and Dinner of $27.00 are authorized.

AMEC FOSTER WHEELER'S SCOPE OF SERVICES
A. Construction Support Services And Engineering During Construction At Canal #266
Organic Removal Construction
1. Scope of Work:
The AMEC Foster Wheeler's scope of work associated with the original contract for Engineering,
Design and Permitting Services for Canal Demonstration Projects dated May 21, 2014 included
work at Canal #266 Big Pine Key Doctor's Arm Subdivision Weed Barrier and Organic Removal
related to Construction Support Services and Engineering during Construction which was
identified as Task 7. The scope included daily site inspections and construction administration for
the organic removal and weed barrier installation. The scope was based upon an estimated 44
days of construction, of which 30 days was estimated for the organic removal work. This
estimate was based upon the conceptual design estimated volume of 1,529 cubic yards of organic
material required to be removed. It was noted in the approved scope of work that after completion
of the 100% construction documents and final construction schedule, the number of construction
days may change and the estimated number of days for inspection by AMEC might increase.
The final design work included detailed surveys to quantify the volume of organic material
required to be removed. The 100% construction plans estimated that 8,200 cubic yards would
require removal. A construction schedule has just been provided by the selected Contractor JND
Thomas, Inc. The estimated number of total construction days for the organic removal is 122
calendar days from Notice to Proceed which equates to 87 construction days on the Monday to
Friday currently required work schedule. AMEC will provide the following services for an
additional 57 construction days (87- 30 days).
a) Site Inspections: AMEC will oversight the contractor for up to 4 hours a day for Monday
through Friday field construction activities and prepare daily work reports showing
contractors activities, equipment, maintenance of traffic and environmental compliance.
b) Construction Administration - AMEC will provide consultation and advice to County
regarding the Contractor's performance of the Contract. AMEC will liaise with the County,
homeowners, and other stakeholders as necessary to administer the construction contract.
2. Deliverables:
• Daily work reports
• Progress pay estimates with back up documentation
• Final Pay Estimate with back up documentation
• Final "As -Built Plans"
• Material certifications
• Environmental Inspection Reports
• Progress and Final Photographs (Electronic Files).

3. Budget: $ 39,823.50
A detailed cost spreadsheet is attached. Additional staff may be utilized as per the contract rate
schedule.
4. Estimated Completion Date: Duration of 57 constructions days; with a contractor estimated
completion date of 122 days from Notice to Proceed (which was May 11, 2015) or September
11, 2015 based upon a 5 day work week.
B. Project Management During Implementation of The Design/Permitting and Installation
of the Six Canal Restoration Demonstration Projects
1. Scope of Work:
AMEC will provide general project management services for a 5.5 month period extending from
July 15, 2015 through December 31, 2015 for overall management of the six canal restoration
projects. A cost has been included based upon providing a project manager (Wendy Blondin) for
approximately 20% of the time during the time frame (estimated 192 hours at $155 per hour).
This task will include client communications, attendance at meetings, preparation of project
updates, monthly reporting, and monthly invoicing. This scope extends the services included in
the original contract which was for 12 months which ended May 21, 2015. Budget in the
original work order is available to cover the time frame from May 21, 2015 through July 15,
2015.
2. Overall Project Management Deliverables:
• Monthly project status reports and monthly invoices detailing work activities performed within
the month.
• Meeting presentations
• Meeting minutes
3. Project Management Budget: $ 29,760.00
