authorized execution of Item 03 Approval of Amendment No. 10 to the Contract for Engineering,

Environment and Infrastructure, Inc. to provide Additional Assessment, Technology Ranking Criteria
Matrix, Conceptual Plan and Engineers Cost Estimate Services related to the Technology Evaluation for

TO THE CONTRACT
FOR
ENGINEERING, DESIGN AND PERMITTING SERVICES
FOR THE
CANAL DEMONSTRATION PROJECTS
THIS AMENDMENT NO. 10, dated May 18, 2016, is entered into between the County and the
CONSULTANT, to the Contract For Engineering, Design And Permitting Services, dated the 21'
day of May, 2014, as amended September 17, 2014 (Al), February 18, 2015 (A2), May 20, 2015
(A3), July 15, 2015 (A4), October 21, 2015 (A5), January 20, 2016 (A6), March 23, 2016 (A7 and
A8), and April 20, 2016 (A9) by and between Monroe County Board of County Commissioners,
"COUNTY," and AMEC Foster Wheeler Environment & Infrastructure, Inc., "AMEC ".
WITNESSETH:
WHEREAS, much engineering and administrative coordination work has been performed under the
Contract for design and construction oversight of the canal demonstration projects; and
WHEREAS, Canal #278 Eden Pines project "PROJECT" was selected as one of seven canals for the
COUNTY's Canal Restoration Demonstration Program. The PROJECT was originally selected for
a pumping technology to improve the dissolved oxygen within the dead end canal system; and
WHEREAS, the PROJECT has not proceeded due to site access issues and homeowners' concern
regarding operation and maintenance cost; and
WHEREAS, AMEC will prepare an alternate technology evaluation matrix for the PROJECT to
determine the technology outlined in exhibit A -10 that can provide the required dissolved oxygen
improvement; and
WHEREAS, ease of operation, maintenance and price will be evaluation factors included in the
matrix along with the technology factors.
NOW, THEREFORE, in consideration of mutual promises, covenants and contracts stated herein,
and for other good and valuable consideration, the sufficiency of which is hereby acknowledged,
COUNTY and AMEC agree as follows:
1. This AMENDMENT NO. 10 is effective on the 18 day of May, 2016 and shall extend through
December 31, 2016.
2. AMEC will provide the scope of services as specified in Exhibit "A -10" attached and made a part
of this AMENDMENT No. 10. The minimum services will include additional assessment,
technology, operations, maintenance and price ranking criteria matrix, conceptual plan and
engineers' cost estimate services for all options for the PROJECT.
3. This AMENDMENT No. 10 provides an amount not to exceed Thirty One Thousand Seven
Hundred Ninety Two Dollars and Twenty Cents ($31,792.20) to provide Additional Alternate
Assessment, Technology Ranking Criteria Matrix, Conceptual Plan and Engineers Cost Estimate

Services related to the Technology Evaluation for the PROJECT in Big Pine Key, Monroe County,
Florida.
The overall CONTRACT value is increased from Nine Hundred Sixty Two Thousand and Thirty
Five Dollars and Forty Four Cents ($962,035.44) to an amount not to exceed Nine Hundred Ninety
Three Thousand Eight Hundred Twenty Seven Dollars and Sixty Four Cents ($993,827.64).

EXHIBIT A -10
SCOPE OF SERVICES
A. ALTERNATE TECHNOLOGY EVALUATION AT CANAL #278 IN EDEN PINES, BIG PINE
KEY, MONROE COUNTY, FLORIDA
1. Scope of Work:
AMEC Foster Wheeler shall assist the County with an alternate technology evaluation for Canal
Restoration Demonstration Project at Canal #278 in Eden Pines.
This project will consist of (1) collection and processing of environmental and engineering data; (2)
complete technology ranking criteria matrix; (3) ease of operation and maintenance and (3) conceptual
plans and engineer cost estimates.
Task 1: Sediment Sampling. tidal study, and site conditions survey
Sediment Sampling
Amec Foster Wheeler will collect approximately thirty -four (34) sediment cores to be spaced equally
throughout the canal system north of Watson Blvd to characterize the sediment composition. The
sediment cores will be classified in the field using the Unified Soil Classification System (USCS),
including apparent grain size distribution, apparent organic content, and apparent plasticity.
Six (6) representative soil samples will be collected from the sediment cores for laboratory testing to
determine disposal options. The tests will be performed by Test America Analytical Laboratories, a
State National Environmental Laboratory Accreditation Conference (NELAC) certified laboratory.
DEP has previously indicated that the following tests are required:
• Organochlorine Pesticides and PCBs by 8081/8082
• Chlorinated Herbicides by 8151
0 8 RCRA Metals by 6010/7471
• Copper by 6010
• Polynuclear Aromatic Hydrocarbons (PAHs) by 8270 low level
• Total Recoverable Petroleum Hydrocarbons (TRPH) by FL -PRO
• TCLP metals
Additionally, physical testing of two (2) composite samples will be performed by an AMEC Foster
Wheeler Geotechnical Lab and will consist of the following:
• Organic Content by ASTM D -2974
• Grain size distribution by ASTM D-422
• 200 Mesh Sieve Distribution by ASTM D -1140
In order to select the appropriate polymer for a potential dewatering option, AMEC Foster Wheeler
will collect 10 gallons of sediment and 10 gallons of canal water for bench scale testing, with the
bench scale testing to be completed by two separate polymer manufacturers. Solenis, the
manufacturer of Praestol K274 permitted and used for Canal 290, will be one of the polymer
manufacturers, with the second polymer manufacturer to be selected at a later date. The bench scale
testing will select the most appropriate polymer using a jar test, followed by simulation of dewatering
rates and final percent solids for a mechanical and passive dewatering application.

Site Conditions Survey and Tidal Study
This task consists of a site visit to verify the aerial photo and Canal Management Master Plan
database information including site access, potential staging area conditions, and other site logistical
and permitting items. A site sketch and site photographs will be obtained. A summary of site
conditions will be prepared as the deliverable.
AMEC Foster Wheeler will complete a 14 -hour tidal study to evaluate the current conditions within
the canal system.
Task 2: Technology Ranking Criteria Matrix
AMEC Foster Wheeler will prepare a technology ranking criteria matrix based upon the obtained
assessment data. The matrix will evaluate the following technologies, upon approval of Monroe
County:
1) Pumping in and recirculating system
2) Culvert installed via directional drilled and/or trenched
3) Injection Wells
4) Organic Muck Removal with backfilling
5) Other applicable technologies, such as those alternative technologies evaluated under task 3 of
EPA Grant X7- OOD40915 -0
AMEC Foster Wheeler will create conceptual design plans and engineer cost estimates for the
aforementioned technologies.
The ranking criteria, upon approval of Monroe County, will be based on the following:
1) Implementation Cost
2) Operation and Maintenance Cost
3) Ease of Permitting
4) Staging Area Access
5) Other applicable criteria
The highest ranked technology will be presented to Monroe County for approval along with a scope of
work and costing to move forward with design, permitting, and construction.
2. Deliverables:
Task 1: Sediment Sampling Reports, Polymer Selection & Performance Report, Tidal Study, and
Site conditions Summary
Task 2: Technology evaluation matrix, conceptual site plan, and engineers cost estimate for all
options
3. Budget: $ 31,792.20
A cost spreadsheet providing the labor and expenses by task is attached. Additional staff may be utilized
on these projects, as needed, per the Contract Schedule of Values also attached.
