TO THE CONTRACT
FOR
ENGINEERING, DESIGN AND PERMITTING SERVICES
FOR THE
CANAL DEMONSTRATION PROJECTS
THIS AMENDMENT NO. 11, dated August 17, 2016, is entered into between the County and the
CONSULTANT, to the Contract For Engineering, Design And Permitting Services, dated the 21Sc
day of May, 2014, as amended September 17, 2014 (Al), February 18, 2015 (A2), May 20, 2015
(A3), July 15, 2015 (A4), October 21, 2015 (A5), January 20, 2016 (A6), March 23, 2016 (A7 and
A8), April 20, 2016 (A9) and May 181h, 2016 (A10) by and between Monroe County Board of
County Commissioners, "COUNTY," and AMEC Foster Wheeler Environment & Infrastructure,
Inc., "AMEC".
WITNESSETH:
WHEREAS, the CONTRACT provides for engineering services for the canal demonstration
projects; and
WHEREAS, much engineering and administrative coordination work has been performed under the
Contract for design and construction oversight of the canal demonstration projects; and
WHEREAS, the canal #290 project "PROJECT' was selected as one of the original demonstration
canals for the COUNTY's Canal Restoration Demonstration Program and has received an organic
removal process to improve the dissolved oxygen within the canal system; and
WHEREAS, the COUNTY completed the $700,000 organic removal PROJECT in March 2016 but
an existing air curtain weed gate owned by homeowners is failing and has allowed seaweed to
reenter the canal; and
WHEREAS, the County desires to add a second restoration technique in the form of an air curtain to
protect the COUNTY's project investment, and to maintain water quality in the PROJECT; and
WHEREAS, the COUNTY was awarded a $50,000 Florida Department of Environmental Protection
grant towards the construction and installation costs of the air curtain and such grant included the
anticipated participation of AMEC as the design engineer of record; and
WHEREAS, AMEC will design the specifications, obtain the permits and prepare the COUNTY' S
solicitation to purchase the air curtain, all of which fit under the original purpose of canal design
services provided for under this CONTRACT; and
WHEREAS, the COUNTY is also developing a financing plan to fund the Operation and
Maintenance costs for the demonstration projects, to be discussed at a September 8, 2016 Canal
Workshop; and
WHEREAS, AMEC has agreed to assist in the planning of the Canal Workshop to provide much
needed program information and planning assistance.

NOW, THEREFORE, in consideration of mutual promises, covenants and contracts stated herein,
and for other good and valuable consideration, the sufficiency of which is hereby acknowledged,
COUNTY and AMEC agree as follows:
1. AMEC will provide the scope of services as specified in Exhibit "A-11" attached and made a part
of this AMENDMENT No. 11. The minimum services will include design, permitting, and
procurement assistance for the #290 air curtain PROJECT, as well as assistance in preparing for the
September 8, 2016 Canal Financing Workshop.
2. This AMENDMENT NO. 11 is effective retroactive to the l' day of August, 2016 and shall
extend through June 30, 2017.
3. This AMENDMENT No. 11 provides a reallocation of previously funded tasks totaling Ten
Thousand Seven Hundred and Forty Dollars and Fifty Cents ($10,740.50) for the workshop planning
task. $7,147.46 of existing funds from Canal #266 CEI Phase 01 Task 7 and $3,593.04 of existing
funds from Canal #277 CEI Phase 05 Task 1 approved in Amendment #9 shall be reallocated to the
Project Management Phase 11 for the assistance of the planning and preparation for the September
8, 2016 Canal Workshop. The overall CONTRACT value will remain unchanged for this project
planning task from the current Nine Hundred Ninety Three Thousand Eight Hundred Twenty Seven
Dollars and Sixty Four Cents ($993,827.64)
4. This AMENDMENT No. 11 also provides a new funding amount not to exceed Sixteen Thousand
Seven Hundred Thirty Four Dollars and Forty Cents ($16,734.40) for the design, permitting, and
procurement assistance for the C290 air curtain PROJECT in Big Pine Key. The overall
CONTRACT value is hereby increased for these design services from Nine Hundred Ninety Three
Thousand Eight Hundred Twenty Seven Dollars and Sixty Four Cents ($993,827.64) to an amount
not to exceed One Million Ten Thousand Five Hundred Sixty Two Dollars and Four Cents
($1,010,562.04).

SCOPE OF SERVICES
A. CANAL #290 AIR CURTAIN, BIG PINE KEY, MONROE COUNTY, FLORIDA AND
ASSISTANCE WITH PREPARATION FOR THE SEPTEMBER 8 CANAL WORKSHOP
1. Scope of Work:
AMEC Foster Wheeler shall assist the County with the design, permitting and construction procurement for
Canal Restoration Demonstration Project at Canal #290 in Big Pine Key. Additionally, AMEC Foster
Wheeler will provide assistance to Monroe County regarding costs and homeowner issues in the
preparation of a Sept 8 Canal Workshop focusing on development of a funding mechanism for the
Operation and Maintenance (O&M) for the 7 existing demonstration projects.
This project will consist of (1) collection and processing of environmental data; (2) complete design plans;
(3) permit preparation; (4) procurement assistance and (5) assistance in preparing for the Sept 8 Canal
Workshop.
Task 1: Site Conditions Surve
This task consists of a site visit to verify the aerial photo and Canal Management Master Plan database
information including site access, potential staging area conditions, and other site logistical and permitting
items. A site sketch and site photographs will be obtained.
A mangrove wetlands delineation will be provided to document the presence of red mangroves within the
project footprint in accordance with Florida Administrative Code, Chapter 62-340, the USACE 1987
Wetland Delineation Manual and the Regional Supplement to the Corps of Engineers Wetland Delineation
Manual. Wetlands, including mangroves, will be evaluated utilizing the FDEP Uniform Mitigation
Assessment Method (UMAM) to assess the direct and indirect impacts as well as to determine the
appropriate compensatory mitigation, if any.
Benthic scientists permitted by the Florida Keys National Marine Sanctuary will conduct an in -water
survey of the benthos to identify the presence of sensitive aquatic resources (i.e. seagrasses, corals, or
sponges) within the immediate area of the proposed project. The findings of the above referenced
biological surveys will be provided in a project narrative (biological write-up) for submittal with the permit
application.
Task 2: Design Plans
2A: Preliminary Design Documents
Amec will prepare a preliminary construction submittal. The Construction Documents will include each of
the following components:
• Construction Plans — depicting site impacts, equipment layout, and utilities.
• Specifications — Technical specifications for the project, using County Standards where applicable,
other accepted industry specifications if needed (i.e. FDOT, SFWMD, etc.) or developed
specifically for this project application if necessary.
• Schedules —A detailed construction schedule will be prepared, working closely with the County
and the homeowners.

• Estimate of Construction Cost — The cost for the canal restoration will be refined throughout the
design process and a detailed Engineer's Opinion of Probable Cost will be prepared and submitted
with the 60% construction documents.
Preliminary design plans and specifications will be submitted to the County for review and comment.
Comments received will be addressed and resolved to the satisfaction of the County as soon as practicable
so as to not delay future design.
2B: Final Construction Documents Completion Submittal
Amec will update the plans, specifications, and costing as required in response to feedback from the
County and regulatory comments. Comments received from the County will be addressed and resolved
prior to the submittal of the final construction documents and design specifications. The final design plans
will include an existing site plan, proposed site plan, equipment locations, erosion and sediment control
plans, and construction details.
Task 3: Permit Application Assistance
Pre -permit application meetings will be held with required permitting agencies using the preliminary design
plans. Comments will be received during the pre -application meetings to complete and submit local, state,
and federal permit applications as required, using the final design plans. Permit applications will be
submitted to the following agencies:
• SFWMD
• USACE
• FKNMS
• County
Amec will respond to Requests for Additional Information (RAI) for each permit application. Permit fees
to the SFMWD are included but permit fees to the County are not included as they are not known at this
time.
If impacts to wetlands or benthic resources are identified, Amec will coordinate appropriate mitigation
either onsite or through the purchase of mitigation credits. Costs to purchase mitigation credits are not
included in the cost estimate as it is unknown at this time if mitigation will be required.
Task 4: Support In Procurement Of A Construction Contractor
Upon completion of the Construction Documents, Amec will assist the County, who will be procuring the
construction of the project, with the necessary procurement documents and meetings. Amec will provide
the following services to assist the County in the procurement of a contractor for the construction of the air
curtain:
a) Prepare a Request for Proposal Package which will include the 100% Construction documents
completed by Amec
b) Respond to applicable Proposers' Requests for Information (RFI's) and assist in the preparation of
answers.
c) Attend a Pre -Proposal Conference and site walk-through and prepare meeting minutes.
d) Conduct a Responsibility Review of the Proposals.
e) Attend a Pre -Award Conference with the County, to discuss the Proposer's qualifications and
understanding of the Project, if required.
Task 5: Assistance with Preparations for Sept 8 Canal Financial Workshop
AMEC will provide assistance to Monroe County in preparing for the September 8 Canal Workshop
focused on developing a funding mechanism for the 7 existing demonstration projects. Amec will provide
the following services:

a) Participate in weekly conference calls from August 1 to September 8 (6 weeks).
b) Attend up to 3 meetings to assist in preparing for the September 8 workshop.
c) Attend the September 8 workshop.
d) Assist with the preparation of the workshop agenda and review presentation materials.
e) Provide estimates of the demonstration project O&M costs based upon current data.
f) Provide a GIS canal layer.
g) Provide background on the initial homeowner communications and potential issues at the existing
demonstration projects to assist with the development of the funding mechanism.
Deliverables:
Task 1: Ecological Report of the site conditions.
Task 2: Final Signed and Sealed Construction Plans, Technical Specifications, and Engineers Cost Estimate
Task 3: Received permits from SFWMD, USACE, FKNMS, and the County
Task 4: Request for proposal package
Task 5: Estimated O&M costs for 7 demonstration projects, GIS canal layer, review comments on
workshop agenda and presentation materials.
3. Budget: $ 27,474.90
A cost spreadsheet providing the labor and expenses by task is attached. Additional staff may be utilized
on these projects, as needed, per the Contract Schedule of Values also attached.
