ITEM BACKGROUND: On 11/22/16 the BOCC approved Amendment No. 13 for $88,612 under
the original AMEC contract for design of the demonstration canals, with a termination date of March
2, 2017. Due to code enforcement issues with the vacant lot on the canal, being used by the County
for construction access, work was delayed several weeks. In lieu of extending an amendment under
the older contract to allow for completion of services, and because the new on -call Category B
contract has since been executed, this Task Order 2 will authorize completion of the AMEC work to
be performed. The work is budgeted, and shall not exceed a total of $88,612 for Amendment 13 and
this Task Order 1 combined.
This Task Order 2 authorizes AMEC to provide daily on -site CEI services and regular Construction
Administration services for the C83 combination restoration project.

program, including Category A — Canal Master Plan Program Planning Services, Category B —Canal

FOR CONSTRUCTION ENGINEERING INSPECTION AND ADMINSTRATION
SERVICES CANAL #83 IN KEY LARGO, MONROE COUNTY, FLORIDA
In accordance with the Continuing Contract for On Call Professional Engineering
Services made and entered on the 15th day of March, 2017 between Monroe County,
hereinafter referred to as the "County" and Amec Foster Wheeler Environment &
Infrastructure, Inc. hereinafter referred to as "Consultant" where design services are
allowed if construction costs do not exceed $2,000,000.
All terms and conditions of the referenced Contract for On Call Professional Engineering
Services apply to the Task Order, unless the Task Order modifies an Article of the
Agreement of which will be specifically referenced in this Task Order and the
modification shall be precisely described.
This Task Order is effective retroactive to March 3, 2017 and shall expire 60 days after
the final deliverable to the County is submitted.
Article II Scope of Basic Services, Paragraph 2.1.1 is amended as follows:
Task 1: Construction Inspections and Administration
The Consultant will provide construction engineering and environmental site inspections
and construction administration services for the Canal #83 Organic Removal, Backfilling,
and Air Curtain Installation Project. Adventure Environmental Inc. was selected as the
construction contractor for the Canal #83 Organic Removal, Backfilling, and Air Curtain
Installation Project and provided a 120 day construction schedule for completion. Below
are the services to be provided:
a) Site Inspections: The Consultant will provide up to five hours daily site
inspections for the 120 day construction schedule Monday through Friday during
field construction activities through August 1, 2017 and prepare daily work
reports showing contractors activities, equipment, maintenance of traffic and
environmental compliance.
b) Construction Administration — The Consultant will provide consultation and
advice to County regarding the Contractor's performance of the Contract. The
Consultant will liaise with the County, homeowners, and other stakeholders as
necessary to administer the construction contract through the estimated August
1, 2017 project completion date.

Dear Ms. Haag:
Amec Foster Wheeler is pleased to provide you a proposal to assist the County with construction
engineering inspections and administration for the Canal #83 Organic Removal, Backfilling, and Air
Curtain Installation in Key Largo.
Details of the proposed scope of services are provided below. A cost estimate to perform these
services under Amec Foster Wheeler's existing contract rate schedule is also included.
SCOPE OF SERVICES
Task 1: Construction Inspections and Administration
Amec Foster Wheeler will provide construction engineering and environmental site inspections and
construction administration services for the Canal #83 Organic Removal, Backfilling, and Air Curtain
Installation Project. Adventure Environmental Inc. was selected as the construction contractor for
the Canal #83 Organic Removal, Backfilling, and Air Curtain Installation Project and provided a 120
day construction schedule for completion. Below are the services to be provided:

COST ESTIMATE
Amec Foster Wheeler has prepared a cost spreadsheet which provides details of the labor and
expense by task. The total project cost estimate will be performed on a Time and Materials (T &M)
basis not to exceed $ 87,762, unless approved by Monroe County.
