Dear Mr. Jones:
Coastal Systems International, Inc. (Coastal Systems) is pleased to submit this Proposal for
professional environmental and consulting engineering services in support of Monroe County's
Public Mooring Field Project (Project) in the Florida Keys. Coastal Systems has prepared this
proposal in response to the Scope of Services dated July 25, 2016. We understand Monroe
County (County) requires a Detailed Feasibility Study (Boca Chica Study) to determine the
potential for mooring field development under Florida Administrative Code 62-330.420 (and
other applicable state and federal criteria) at Boca Chica Basin by collecting and evaluating
relevant site data. The Boca Chica Study for development of a public mooring field will continue
with, and build upon, our Monroe County Mooring Field Feasibility Study (Preliminary Study)
produced in May 2014.
The following work tasks outline the scope of services to be provided by Coastal Systems to the
County:
PART 7 — BACKGROUND DATA REVIEW
Coastal Systems will coordinate with the Client to collect and review available background
data/documents for the Project site. Coastal Systems will review background data including
existing studies, new regulations and guidance, and permitting and ownership information,
previous Staff and Board of County Commissioner (BOCC) recommendations and
prioritizations, the use of Gulf Seafood as a shoreside support facility and development of the
Boca Chica basin as a managed mooring field.
PART 8 — FIELD INVESTIGATIONS
Coastal Systems will perform a site investigation at Boca Chica basin to evaluate it as a potential
managed mooring field. Bathymetric and marine resource data will be collected to evaluate the
site's physical access and marine resource/regulatory permitting feasibility conditions.

Additionally, an in -water assessment of Gulf Seafood located at 6021 Peninsula Avenue on
Stock Island will be completed during the site visit. Fees include expenses. Additional detail is
provided below.
a. Bathymetric Survey: Coastal Systems will mobilize a survey team to collect
bathymetric data within the area outlined in green on Figure 1 to document water depths
at the potential mooring field site and in possible ingress / egress access routes. The
survey will be conducted by a Coastal Systems team operating from a custom survey
vessel, equipped with survey -grade sounding and computer equipment and HYPACK
navigation software. Horizontal positioning will be based on differential GPS with
accuracies suitable for a study of this nature. Line spacing will be on 50 ft intervals in
areas of suitable depth for data collection; areas occupied by moored vessels will not be
surveyed. Contours will be shown on '/z foot intervals; the zero contour will not be
shown. No existing structures (docks, pilings, derelict vessels, etc.) will be mapped.
Depth soundings and waterbody width data will also be collected along the northern face
of the Gulf Seafood bulkhead for the potential dinghy dock site.
b. Marine Resource Survey: Coastal Systems will perform a qualitative marine resource
survey limited to seagrass, macroalgae, and hardbottom/corals for the below described
benthic area, as well as along the northern bulkhead at the potential dinghy dock location.
The marine resource survey will be conducted to a level suitable to determine the best
placement of a mooring field based on the presence and distribution of resources and
appropriate water depths suitable for mooring shallow draft vessels. Permit level
surveying and data collection is not appropriate at this time due to the potential for
change in the conditions / distribution of resources and because Agencies typically
require marine resource surveys to be conducted within 6 months of permit applications.
Prior to conducting field work in the Florida Keys National Marine Sanctuary (FKNMS),
Coastal Systems will apply for a permit with the FKNMS to authorize the field work per
Sanctuary requirements.
Coastal Systems will conduct the in -water biological survey of the submerged lands
within the portion of the survey area shown in Figure 1. A more thorough investigation
will occur in the area outlined in white dashed lines in Figure 1, representing sufficient
depth for mooring boats (minimum of 4 feet MLW) as preliminarily determined during
our 2013 field work. In this area and assuming sufficient water depth (>4 feet MLW),
100 quadrats will be established for collection of marine resource data, see Figure 2.
Biologists will use a 0.25 m2 quadrat to estimate seagrass density within the quadrat.
Additionally GPS coordinates of each quadrat, as well as, a photograph of the resources
within the quadrat, will be collected. Approximately 50 additional quadrats will be
assessed outside of the area outlined by white dashed lines in Figure 2. Biologists will
confirm the presence and distribution of seagrass, hardbottom, macroalgae and any
observed threatened and endangered species previously documented in the marine
resource survey conducted in 2013 by Coastal Systems. Biologists reserve the right to

adjust the quadrat location in the field based on observed bathymetry such that quadrats
will be in water depths of >4 feet.

If more than one species is present, the biologist will note the dominant species and list
the occurrence of other species observed. The density in mixed beds will be estimated for
all species of the dominant community type (seagrass or macroalgae), not for each
species separately. All data will be collected on prepared data sheets printed on
underwater paper. In addition to collecting data, the biologist will take representative
photographs of existing marine communities observed. The density of seagrass
communities, as well as, any areas of hardbottom communities observed, will be plotted
onto a map in the office and used to extrapolate seagrass and hardbottom coverage and
seagrass density in the areas between the surveyed quadrats. This information will be
displayed in the Base Map described in Part 8 (c) below.
Any debris piles encountered while conducting the marine resource survey, and that may
be potential seagrass restoration areas, will be documented through the collection of GPS
coordinates, indication of the presence / absence of important marine resources (seagrass
/coral) growing on the debris piles and a representative photograph of each debris pile.
A preliminary marine resource assessment along the northern bulkhead of the Gulf
Seafood property will be performed along the bulkhead wall and for the area of
submerged bottom immediately adjacent to the bulkhead. The northern bulkhead along
the Gulf Seafood property is approximately 600 feet long. The width of the channel north
of the bulkhead varies between 34 feet (west end) and 65 feet (east end). Coastal
Systems will swim the length of the bulkhead using an S-pattern to document the
presence/absence and general extent (boundaries) of marine resources including hard and
soft corals, attached macroalgae, and other communities of significance. This effort will
include photo -documentation of the resources on the bulkhead and along the submerged
bottom immediately adjacent to the bulkhead. This data will be used to select an area
along the northern bulkhead where a dinghy dock would have the least amount of
environmental impacts while still allowing safe navigation.
The Marine Resource Survey findings will be summarized on the Base Map prepared
under 8(c) and discussed in the Feasibility Study under Part 11(a) below.

e. Base Map: The survey data collected in the field will be reduced to the horizontal
coordinate system and vertical datum established for the Project. The bathymetric data
collected under Part 8(a), marine resource information and any submerged structures
encountered while conducting Part 8(b) will be reflected on the base map. The data will
be compiled with currently available aerial photography for the site. The information will
be presented in hard copy and ArcView mxd project files.

PART 9 — CONCEPTUAL MOORING FIELD MAP
Coastal Systems will combine the information obtained in Parts 7 and 8 above to develop a map
of the conceptual mooring field in Boca Chica basin that optimizes the configuration while
minimizing impacts to resources. The optimized mooring field conceptual design will include
the proposed mooring field boundaries, ingress/egress routes, mooring circles and the number of
moorings. The conceptual design will be dictated by physical and ecological conditions,
bathymetry. Swing circles will be designed based on existing water depths and anticipated vessel
types, lengths, and drafts. The mooring field will be designed in accordance with current industry
standards and located to avoid/minimize impacts to mapped marine resources to the greatest
extent practicable. The mooring field configuration will be prepared on 1 IxI7-inch sheets at an
appropriate scale overlaid onto available aerial photography and included in the ArcView mxd
project files.
Additionally, Based upon the results of Parts 8 above Coastal Systems will suggest an area along
the north bulkhead of the Gulf Seafood Property that is best suited (sufficient water depths and
least amount of marine resources) for placement of a dinghy dock. A box will be drawn on the
conceptual mooring field map showing the suggested placement of the dinghy dock. The
approximate dinghy capacity available will be stated. Further discussion on the dinghy dock will
be included as part of the Feasibility Report (Part 11(a)). Preparation of plans for amenities or
accessory docks is not included.

PART 10 — IMPACT / MITIGATION ASSESSMENT
Coastal Systems will determine the estimated impact areas associated with the conceptual
mooring field design and will review appropriate minimization and mitigation strategies to offset
those impacts to marine resources. This scope includes (1) review of regional, state and federal
restoration goals and priorities, (2) Impact assessment — calculation of preliminary impact areas
for up to 2 Assessment Areas (ie. the mooring field area and the dinghy dock area), (3)
Mitigation assessment — an estimate of the costs associated with up to 2 mitigation options and
(4) informal correspondence with the appropriate permitting agencies will be included for the
purpose of discussing mitigation efforts. Formal pre -application meeting are not included.

Results of this assessment and recommendations will be documented in the Feasibility Report
under Part 11 below.
PART 11 — FEASIBILITY REPORT & PRESENTATION OF FINDINGS
a. Boca Chica Mooring Field Feasibility Study: Coastal Systems will prepare a
Feasibility Report incorporating all work products prepared herein. Coastal Systems will
discuss the implications of the current Florida Department of Environmental Protection
and U.S. Army Corps of Engineers regulations on the proposed project (i.e. mooring field
and dinghy dock). Coastal Systems will also evaluate the potential influence and/or level
of participation of sister commenting agencies, including the Florida Fish and Wildlife
Conservation Commission, U.S. Fish and Wildlife Service, United States Coast Guard
and National Marine Fisheries Service. Specific issues to be evaluated include direct,
indirect, and cumulative biological resource impacts (e.g. seagrass, hardbottom,
macroalgae); effects to federally and State listed threatened and endangered species and
their critical habitat; navigational requirements (e.g. water depths, setbacks, exclusion
areas); water quality criteria compliance issues; and submerged lands use. A description
of the existing conditions, proposed design, shoreside support facility (proximity to
mooring field, capacity needs and recommended amenities), impact/mitigation
assessment and the environmental permitting process, as well as potential challenges and
strategies specific to the proposed Boca Chica Mooring Field will be summarized. The
Report will not constitute a legal opinion, nor will it provide a guarantee of ultimate
success for a particular Project design or permitting approach; however, it will be based
upon Coastal Systems extensive experience conducting similar feasibility studies. A list

PART 12 — MEETINGS / ADDITIONAL SERVICES
At the Client's request/authorization, additional meetings or services may be required to address
items related to the proposed mooring field or shoreside support facility but outside of the scope
included above.
GENERAL
This proposal is valid to be approved for 90 days. Coastal Systems will invoice the Client at the
completion of each lump sum task. Invoices are to be paid within thirty (30) days of receipt of
the invoice by the Client.
