One pond is located on the west end of the Airport and the other on the east end of the Airport. The FDOT ponds are located within easements granted to the FDOT by Monroe County, the owner and operator of MTH. Jacobs recently completed a study evaluating three options to reduce or eliminate the footprint of the pond on the west end of the Airport. Reducing or eliminating the footprint of this pond would free up land to become available for aviation - related development. After evaluation of the three options, the recommended option included reducing the west pond size along with the installation of a new exfiltration trench. The exfiltration trench will serve as new outfall location for stormwater runoff thus allowing the west pond size to be reduced. Jacobs will provide professional services to develop construction plans for the implementation of this recommended option. ARTICLE A — DATA COLLECTION 1. Jacobs will coordinate with the survey subconsultant to obtain the required existing topographical survey information. This information is further defined below and in the survey subconsultant's scope attached with this document. 2. Jacobs will coordinate with the geotechnical subconsultant to obtain the required geotechnical information. This includes soil borings and soil infiltration tests. This information is further defined below and in the geotechnical subconsultant's scope attached with this document. 3. Perform a detailed survey that will consist of obtaining existing topographic survey of the existing pond, adjacent pond basin, and existing drainage outfall system. 4. Perform geotechnical analysis consisting of the following: A. Provide four (4) Standard Penetration Test (SPT) borings to a depth of 15 feet. B. Perform three (3) Constant Head Tests to a depth of 15 feet. C. Perform one (1) double -ring infiltrometer (DR[) test. D. Provide groundwater elevation at each soil boring location. E. Provide calculated values for porosity, permeability, and hydraulic conductivity. F. Provide geotechnical report providing soil descriptions, boring logs, and all test results. Services for Article A will be provided under a lump sum basis. Page i of 6 ARTICLE B — 50% Design The 50% design package will be based on the previously prepared study of pond size options noted above. Additional tasks necessary to develop 50% construction drawings will be completed as follows: 1. Develop an outline of specifications. 2. Develop the Engineer's Report to 50% completion. 3. Develop the construction drawings to include the following: - Cover - Sheet Index - General Notes - Project Layout - Part 77 Contours and Safety Details - Phasing and Erosion Control - Existing Conditions and Survey Control - Soil Borings - Geometry Plan - West Pond - Geometry Plan - Exfiltration Trench 4. Based on the information obtained in Article A, Jacobs will perform stormwater modeling calculations to determine the size of the reduced west pond and the length of exfiltration trench required. 5. Jacobs will prepare a rough order of magnitude cost estimate for the construction of the exfiltration trench, related infrastructure improvements, and the reduction in footprint of the west pond. 6. Jacobs will meet with FDOT and attend a pre - application meeting with the South Florida Water Management District (SFWMD) separately to review the 50% submittal package and incorporate any comments or feedback in the next design submittal. 7. Conduct an in -house QA/QC review. The in -house QA/QC check will involve an experienced independent individual, depending on each discipline, to conduct a comprehensive check on all documents to be submitted (i.e. plans, specifications, estimates, etc.). Time will be required for engineers and CADD technicians to correct items listed under the in -house QA/QC review. 8. Meet with Airport staff to review the 50% submittal. 9. Address the 50% review comments. 50% Design Deliverables FDOT: 2 half size copies of 50% plans, an outline of the technical specifications, and the Preliminary Engineer's Report with cost estimate. Page 2 of 6 County: 2 copies of the 50% plans (1 full size; 1 half size); an outline of the technical specifications, and the Preliminary Engineer's Report with cost estimate. Services for Article B will be provided under a lump sum basis. ARTICLE C — 90% Design The 90% design package will be based on the 50% design submittal package. Additional tasks necessary to develop 90% construction drawings will be completed as follows: 1. Develop 90% technical specifications. 2. Incorporate County 'front-end' specifications in to Project Manual 3. Develop the Engineer's Report to 90% completion. 4. Develop the Cost Estimate for 90% completion. 5. Develop and submit a Construction Safety and Phasing Plan (CSPP) to FAA. 6. Develop and submit a 7460 form and exhibit to FAA. 7. Develop the construction drawings to include the following: - Cover - Sheet Index - Summary of Quantities - General Notes - Project Layout - Part 77 Contours and Safety Details - Phasing and Erosion Control - Existing Conditions and Survey Control - Soil Borings - Geometry Plan - West Pond - Geometry Plan - Exfiltration Trench - Grading Plan — West Pond - Grading Plan — Geometry Plan - Cross Sections — West Pond - Drainage Details - Erosion Control Details 8. Jacobs will finalize the stormwater modeling calculations, the size of the reduced west pond, and the length of exfiltration trench required. 9. Submit the 90% review package to FDOT and the permit application package to SFWMD and incorporate any comments or feedback in the next design submittal. 10. Conduct and in -house QA/QC review. The in -house QA/QC check will involve an experienced independent individual, depending on each discipline, to conduct a comprehensive check on all documents to be submitted (i.e. plans, specifications, estimates, etc.). Time will be required for engineers and CADD technicians to correct items listed under the in -house QA/QC review. Article E — Bid Phase Services Upon completion of the construction documents and at the request of the Airport, Jacobs will prepare the project documents for bidding. Jacobs will perform bidding support services, the following terms will apply: A. The County appoints Jacobs as its Agent, and Jacobs accepts such appointment to perform bid /procurement services on the County's behalf in connection with the project. B. Such services shall be performed under the County's direction and in accordance to such forms, terms and conditions, or modifications or revisions to same as the County may in its sole discretion at any time instruct Jacobs to use. All services shall be carried out in accordance with the procedures mutually agreed upon by the County and Jacobs. C. Jacobs shall not have authority to accept or bind the County in any way to changes, modifications, revisions, alterations, amendments, or supplemental, additional, or different terms and conditions (hereinafter referred to as "deviations ") which may be submitted or requested by a vendor or contractor. Jacobs shall immediately submit any deviations from the County's standard terms and conditions to the County for review by the County's Purchasing Manager or their representative and such deviations shall not be accepted by Jacobs unless Jacobs receives express written approval thereof from the County's Project and /or Purchasing Manager or their representative. D. All documents issued by Jacobs hereunder shall be signed by Jacobs for the County if so directed. The ownership and title of all items purchased hereunder shall pass directly from the selling party to the County, and Jacobs shall at no time be a party to such transaction other than as agent of the County. The County shall have the unilateral right to have the commitment authority of Jacobs, its employee or this limited agency authorization in its entirety revoked and cancelled at any time, with or without cause. The County shall be obligated directly to the selling party for all payments for materials, equipment, supplies and services procured hereunder. E. The County shall hold Jacobs and its employees harmless from any claims, suits or liabilities arising out of any breach or other failure of Page 5 of 6 performance by any contractor, vendor or supplier under any contract or purchase order issued by Jacobs hereunder. The following tasks will be performed as part of the bid phase services: 1. Coordinate with the County Purchasing Department and the Airport to advertise for bids and provide electronic copies of the bid documents to the County. 2. Prepare for and attend a project pre -bid conference 3. Prepare responses to address requests for information from prospective bidders 4. Prepare and coordinate the issuing of two (2) addenda with the County purchasing department and revise bid documents as necessary for the addenda. 5. Review bids for responsiveness and prepare a bid tabulation 6. Prepare an award recommendation letter based on review of the bid information submitted and available funding. 7. Prepare conformed contract documents. 8. Prepare construction contract. ASSUMPTIONS ■ The design will be in accordance with the most current FAA -AIP Advisory Circular listing dated February 11, 2015. ■ DEP and ACOE permits are not required based on the current scope of the project. ■ Services not included in our scope of work include, but are not limited to, the following: - Construction phase services (Construction phase services will be included as part of a separate purchase order.) - Escort services for the surveyor and geotechnical consultant - Special services not listed above. - Other services not described in our scope of work.
