to exceed $975,000 (25 %) for construction and construction engineering and inspection (CEI)
services for the Twin Lakes /Sands Subdivisions Drainage Improvement and Roadway Elevation
Proj ect.
ITEM BACKGROUND: The Florida Division of Emergency Management has announced the
availability of Hazard Mitigation Grant Program (HMGP) funds as a result of the Presidential
Disaster Declaration for Hurricane Matthew (FEMA 4283- DR -FL). The funding helps communities
implement measures to reduce or eliminate risks from natural hazards.
Monroe County recently completed a pilot program to evaluate alternatives to address recurring
flooding of roadways in the Twin Lakes (Key Largo) and Sands (Big Pine Key) subdivisions, and
staff will request that funds for engineering design of improvements be budgeted by the BOCC in
the FY 2018 budget. This grant program is a potential source of funds for the construction and CEI
phases of the project.
PREVIOUS RELEVANT BOCC ACTION: The BOCC approved amendment no. 6 to the
contract with Erin L. Deady, P.A. for a pilot project on integrating design of stormwater, tidewater
and road elements in two communities at the December, 2015 meeting. The BOCC approved
Resolution No. 387 -2015 Adopting the 2015 Update of the Local Mitigation Strategy as required by
State and Federal Regulations to qualify for certain mitigation grant funding at the November, 2015
meeting.
