AGENDA ITEM WORDING: Approval of a resolution authorizing the conveyance of a portion of
the Bridle Path in Key West to the State of Florida Department of Transportation.
ITEM BACKGROUND: The Florida Department of Transportation (FDOT) is planning a road
improvement project on South Roosevelt Boulevard in Key West and has requested that the Monroe
County Land Authority (MCLA) convey as a donation to FDOT an 18 -foot wide strip of land within
the area known as the Bridle Path from MCLA's properties having the tax identification numbers of
RE 00065980- 000000, 00065990- 000000, and 00066010 - 000000. The total area to be conveyed is
12,607 square feet. The City of Key West and Monroe County have each agreed to transfer to
FDOT an 18 -foot wide strip of land from their respective properties within the project area.
Additionally, the Key West City Commission has adopted Resolution 17 -048 supporting MCLA's
transfer of the property.
ADVISORY COMMITTEE ACTION: On April 26, 2017 the Committee voted 3/0 to
recommend approval of this resolution.

Dear Mr. Pattison.
The Florida Department of Transportation (The Department) is planning a road
improvement project on Stale Road AIA (South Roosevelt Bled.) in Key West, Florida. The
project limits extend from Bertha Street east 0.778 miles.
The project includes the design and reconstruction of South Roosevelt Boulevard and
retrofitting of the existing stormwater management system to better serve the project area of
SR A 1 A (South Roosevelt Blvd. ) in Monroe County. In addition the project includes
reconstruction of SR AIA from Bertha Street cast 0.778 miles.
Pursuant to Section 337.29, of the P'1orida Statutes and the Florida Department of
Transportation Right of Way Procedures for acquiring rights of way from local governmental
agencies. Attached you will find the following documents for your review and use as you
carry this item forward through the Board of County Commissioners process for approval:
1. Legal Description and Right of Way Map showing location of the parcels;
2. The Deed & Instruments prepared by the Department.

RESOLUTION NO. 17-048
WHEREAS, the State of Florida Department of Transportation
is in the process of planning the reconstructing/improving
portions of SR AIA/South Roosevelt Boulevard; and
WHEREAS, FDOT has requested certain property along South
Roosevelt Blvd, for the purpose of highway improvement; and
WHEREAS, the Monroe County Land Authority requested City
Commission support of the transfer of certain portions of land
along the Bridle Path;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF KEY WEST, FLORIDA, AS FOLLOWS:
Sel-tion 1: That the City Commission supports the Monroe County
Land Authority execution of the attached Quitclaim Deeds, which
provides for the conveyance of Parcel 107 and Parcel 109, commonly
known as a portion of the bridle path adjacent to US AlA/South
Roosevelt Blvd, to the State of Florida Department of
Transportation.

A RESOLUTION OF THE MONROE COUNTY
COMPREHENSIVE PLAN LAND AUTHORITY AUTHORIZING
THE CONVEYANCE OF A PORTION OF THE BRIDLE PATH IN
KEY WEST TO THE STATE OF FLORIDA DEPARTMENT OF
TRANSPORTATION.
WHEREAS, the Florida Department of Transportation (hereinafter "FDOT ") is planning a road
improvement project on South Roosevelt Boulevard in Key West; and
WHEREAS, in support of said project, FDOT has requested that the Monroe County
Comprehensive Plan Land Authority (hereinafter "MCLA ") convey as a donation to FDOT an 18
foot wide strip of land (hereinafter "subject property ") from MCLA's properties having the tax
identification numbers of RE 00065980 - 000000, 00065990 - 000000, 00066010 - 000000; and
WHEREAS, the subject property is within the area commonly known as the Bridle Path along
the north side of South Roosevelt Boulevard; and
WHEREAS, FDOT refers to the portion of the subject property on RE 00065980 - 000000 and
00065990 - 000000 as Parcel 107 and the portion of the subject property on RE 00066010-
000000 as Parcel 109; and
WHEREAS, the City of Key West and Monroe County have each agreed to donate an 18 foot
wide strip of land from their properties within the FDOT project area; and
WHEREAS, the Key West City Commission has adopted Resolution No. 17 -048 supporting
MCLA's donation of the subject property to FDOT; and
WHEREAS, on April 26, 2017, the Land Authority Advisory Committee considered this
resolution and voted 3 -0 to recommend Approval ; NOW, THEREFORE,
BE IT RESOLVED BY THE MONROE COUNTY COMPREHENSIVE PLAN LAND AUTHORITY
that the Chairman is hereby authorized to execute the deeds in Attachment A to convey title to
the subject property as a donation to FDOT.
PASSED AND ADOPTED by the Monroe County Comprehensive Plan Land Authority at a
regular meeting on this _ day of May, 2017.
