AGENDA ITEM WORDING: Presentation by Parsons Brinkerhoff, Inc. on the vulnerability
assessment of Bayshore Manor Assisted Living Facility, as a means of developing a standardized
method to quantify potential losses exacerbated by sea level rise, as provided by a grant from the
state Department of Environmental Protection.
ITEM BACKGROUND: The University of Florida Sea Grant College Program partnered with
DEP's Office of Coastal Management to act as a subcontractor to manage a NOAA prime grant
award for Resilient Infrastructure Assessment work. Monroe County applied for the grant to
conduct a vulnerability assessment of the Bayshore Manor Assisted Living Facility, as a means of
developing a method to quantify potential losses exacerbated by sea level rise. To implement the
grant work, Parsons Brinkerhoff, Inc. was selected as the consultant in the grant application to
provide the vulnerability assessment work. Parson's conducted the vulnerability analysis and
prepared a final project report.
There are two outcomes to this project:
Outcome 1: A vulnerability analysis of Bayshore Manor Facility
Outcome 2: An analysis process that can be followed to conduct vulnerability assessments
for other County facilities.
The project report presents the results of the study performed to determine the effects and
implications of coastal flooding combined with sea level rise when considering one of Monroe
County's facilities — the Bayshore Manor Assisted Living Facility. This project was undertaken by
Monroe County as a part of our progressive efforts to more fully define the implications of sea level
rise in the County and identify appropriate actions that need to be taken to ensure long term
community resiliency. This effort is one of a series of efforts outlined in the GreenKeys!
Sustainability Action Plan.
The project was conducted to accomplish the following goals:
• Assess a county facility to determine whether it may be at risk from increasing
tidal /coastal flooding associated with sea level rise
• Identify expected existing and future costs to the facility associated with coastal flooding
• Review adaptive design options for the facility to determine options for reducing overall
risk to the facility
• Consider current policies and ordinances that may limit or impact how decisions
addressing climate change are addressed
• Conduct an economic assessment of the potentially increasing costs of damage to
determine whether an adaptive design response may be applicable
• Introduce a method by which to assess other county facilities, in a way that responds to
increasing climate change risks.
The technical information presented in the report outlines what is a more defined understanding of
future risks in the county and provides guidance on how best to address uncertainties inherent in
predictions of climate change and sea level rise.
