AGENDA ITEM WORDING: Approval to enter into a $99,596.10 Task Order #3 for
procurement and permitting services for the 4 canals for augmented aeration, under the on -call
contract with Amec Foster Wheeler, Inc. for Category B canal infrastructure engineering services,
which extends services authorized under Amendment No. 8 under a previous AMEC contract.
Remaining funds are carried over from Amendment No. 8 and no new funds are required.
ITEM BACKGROUND: The BOCC previously approved and funded Amendment No. 8 for
$99,956.10 under the AMEC contract for Design of the Demonstration Canals, for permitting and
procurement services for the 4 augmented aeration canals in Key Largo. The permitting and
procurement services were delayed until the funds for construction were finalized under the
Stewardship grant with DEP, to avoid expenditure of funds on design services before construction
funds were located. Therefore the services were not completed within the original time frame. The
new on -call Category B AMEC contract is now active, and this Task Order 3 will extend services
originally approved under the previous Amendment No. 8. Funds remaining under the old
Amendment No. 8 will be used to fund this Task Order #3, and no new funds are required. The work
performed shall not exceed a total of $99,956.10 for Amendment 8 and Task Order 3 combined and
shall be retroactive to March 15, 2017.
PREVIOUS RELEVANT BOCC ACTION:

program, including Category A — Canal Master Plan Program Planning Services, Category B —Canal

Services of the Demonstration Projects, with AMEC Foster Wheeler Environment and
Infrastructure, Inc. to provide Construction Engineering, Environmental Inspections And
Construction Administration Services in the amount of $88,612, related to Canal #83 muck removal,
backfilling and air curtain project in Key Largo, Monroe County, Florida.
12/14/16: Approval to negotiate on -call contracts with Amec Foster Wheeler, Inc. and Tetra Tech
Inc, the two highest ranked respondents for Category B - canal infrastructure engineering services.
03/15/17: Approval to enter into a $0 on -call contract with Amec Foster Wheeler, Inc. for Category

SERVICES CANAL #48, #59, #79, AND #80 IN KEY LARGO, MONROE
COUNTY, FLORIDA
In accordance with the Continuing Contract for On Call Professional Engineering
Services made and entered on the 15th day of March, 2017 between Monroe County,
hereinafter referred to as the "County" and Amec Foster Wheeler Environment &
Infrastructure, Inc. hereinafter referred to as "Consultant" where design services are
allowed if construction costs do not exceed $2,000,000.
All terms and conditions of the referenced Contract for On Call Professional Engineering
Services apply to the Task Order, unless the Task Order modifies an Article of the
Agreement of which will be specifically referenced in this Task Order and the
modification shall be precisely described.
These services provide a continuation of services under previously funded Amendment
#8 under the Contract for Engineering, Design, and Permitting Services.
No new funds are requested. All remaining funds from Amendment #8 are carried over
to this task order. This Task Order is effective retroactive to March 15, 2017 and shall
expire 60 days after the final deliverable to the County is submitted.
Article II Scope of Basic Services, Paragraph 2.1.1 is amended as follows:
Task 1: Procurement of Construction Contractor
The Consultant will complete the following tasks related to procurement of a construction
contractor for the in -place muck aeration project with the option to include a
supplemental technology such as use of microbes:
Conduct a Responsibility Review of the Proposals
Consult with and provide technical support and assistance to the County as
required.
Task 2: Permitting
The Consultant will review the selected in -situ aeration contractor's design plans and
prepare a preliminary design package that can be utilized for permitting. The preliminary
design plans will include an existing site plan, proposed site plan, erosion and sediment
control plans, and construction details.

South Florida Water Management District {S MD), USACE, Florida Keys National
Marine Sanctuary (FKNMS) and Monroe County using the preliminary design plans.
The Consultant will incorporate any required agency comments into a final design plan

The total for services to be paid under this Task Order 3 and AS combined remains the
same Amendment No. 8 from the previous Contract for Engineering, Design and
Permitting Services and will not exceed Ninety Nine Thousand Five Hundred Ninety Six

Dear Ms. Haag:
AMEC Foster Wheeler assisted the County in selecting four canal sites for implementation of the
alternative canal restoration technology of Augmented Aeration. These canals are:
• Canal #48 Key Largo located adjacent to Sound Drive
• Canal #59 in Key Largo located between Waterways and Harbor Drives
• Canal #79 Key Largo located adjacent to Mockingbird Road
• Canal #80 Key Largo located between Mockingbird and Heron Roads.
Details of the proposed scope of services are provided below. A cost estimate to perform these
services under Amec Foster Wheeler's existing contract rate schedule is also included.
SCOPE OF SERVICES
Task 1: Procurement of Construction Contractor including Canal #59, #48, #79 and #80
Amec Foster Wheeler will complete the following tasks related to procurement of a construction

Amec Foster Wheeler will incorporate comments received during the pre - application meetings
to complete and submit local, state, and federal permit applications as required, using the final
design plans. Permit applications will be submitted to the following agencies:
• SFWMD
• USACE
• FKNMS
• Monroe County.
Amec Foster Wheeler will respond to up to two Requests for Additional Information (RAI) for
each permit application. If there is a major permitting issue related to the Contractors
supplemental technology that requires more extensive additional information responses,
Monroe County will be contacted to determine how to proceed. Monroe County will pay the
required permit application and permit fees, except for those from Monroe Counties.
Amec Foster Wheeler will incorporate any required agency comments into a final design plan
set to be utilized by the contractor for construction.
COST ESTIMATE
The total for services to be paid under this Task Order 3 and A8 combined remains the same
Amendment No. 8 from the previous Contract for Engineering, Design and Permitting Services
and will not exceed Ninety Nine Thousand Five Hundred Ninety Six Dollars and Ten Cents
($99,596.10).
