Horn Architect P.A. for professional services associated with the renovation of the Sugarloaf Fire Station. This project is funded through the one -cent infrastructure tax in the amount of $24,275.00. ITEM BACKGROUND: Continuing improvements to the Sugarloaf Fire Dorm are needed to keep the station operational. A structural evaluation and analysis will be performed to determine if the existing fire station is structurally sound for a maximum of 5 to 7 years in normal weather events. If it is structurally sound, William P. Horn Architect will proceed with design through construction administration services to add four dormitory rooms and expand the east balcony to allow for a new ADA compliant uni-sex restroom. This contract is in accordance to the Continuing Contract with William P. Horn Architects as approved by the BOCC on December 16s` 2009 and as renewed on November 20, 2013. PREVIOUS RELEVANT BOCC ACTION: On January 18, 2012 the BOCC approved an Agreement with the Sugarloaf Key Volunteer Fire Department (SKVFD) for repairs at the station to include repair or replacement of the foundation; columns; walls; beams; ground slab and elevated slab, and the replacement of upper roof supports. On May 16, 2012 the BOCC approved a First Amendment to Contract with the SKVFD clarifying that payments made to the SKVFD will be made as reimbursements, and proof of payment to the Construction Contractor by the SKVFD is needed The reimbursement amount to the SKVFD was $150,000.00. Horn Architect, P.A. (the "Architect"), pursuant to Florida Statute 287.055 (2) (g) where services are to be rendered for projects in which the estimated construction costs of each individual project under the contract does not exceed Two Million Dollars ($2,000,000.00), or for study activity if the fee for Professional Services for each individual study under the contract does not exceed Two Hundred Thousand Dollars ($200,000.00). All terms and conditions of the referenced Continuing Contract for Professional Services shall apply to this Contract, unless a revision or change is specifically modified and described. This Contract is effective on the day of . 2014. 1. PROJECT SCOPE OF WORK: • Architect to provide a Structural Engineers Evaluation of the existing building to determine if the building as a whole is structurally sound enough to proceed with renovations. Work is to include site observations and measurements; oversight of any destructive testing and excavations for observations of hidden conditions; limited exploratory demolition of excavation; documentation, such as photos, and sketches, as required; signed and sealed written report of findings with remedial recommendations and conclusion, including a statement on expected lifespan of building under normal use and weather events. • If the existing building is determined to be structurally sound, the Architect is to provide design through construction administration services for the Renovation of the Sugarloaf Fire Station to include the addition of four (4) dormitory rooms and expand the south east balcony to allow for a new ADA compliant uni-sex restroom. Work will include new exterior and interior walls, doors, windows, interior finishes, electrical, plumbing and air conditioning. 2. ADDITIONAL SERVICES: Additional services may be provided at hourly rates described in Exhibit A. Additional services must be approved by the County in writing. 3. REIMBURSABLE EXPENSES: Sugarloaf Fire Station Page 1 • Fees paid for securing approval of authorities having jurisdiction over the project. • The cost of additional signed and sealed drawings beyond the required seven (7), and one electronic version. 4. EXCLUSIONS: Upgrade to existing electric service to handle the new load, and upgrades to the plumbing/sewer system to accept another restroom. If needed, these upgrades may be included as Additional Services. S. (b) Provide the public with access to public records on the terms and conditions that Monroe County would provide the records and at a cost that does not exceed the cost provided in Florida Statutes, Chapter 119 or as otherwise provided by law. (c) Ensure that public records that are exempt or confidential and exempt from public records disclosure requirements are not disclosed except as authorized by law. (d) Meet all requirements for retaining public records and transfer, at no cost, to Monroe County all public records in possession of the Architect upon termination of the contract and Sugarloaf Fire Station Page 2 destroy and duplicate public records that are exempt or confidential and exempt from public records disclosure requirements. All records stored electronically must be provided to Monroe County in a format that is compatible with the information technology systems of Monroe County. 7. All other terms and conditions of this Contract shall comply with the Continuing Contract dated December 16, 2009, and as renewed on November 20, 2013, which shall be made a part of this Contract as if written herein in its entirety.
