IT BACKGROUND: PSO# 2012/7-2 approved 8/21/2012 in the amount of $49,960.00 for
Passenger Facility Charge Application Number 15 with Newton and Associates, Inc. Effective
October 1, 2013 EYW was re-classified as a small hub airport due to its growth level in
passenger enplanements. This change in classification required a significant change in scope for
the application development process and documentation. Furthermore, while coordination of
the application development process had been coordinated with the airport's FAA ADA
representative from the beginning of the process, change in FAA personnel mid -stream also
contributed to additional effort in introducing, explaining and coordinating the application's
proposed projects, objectives of the proposed projects and justifications of the proposed
projects with the new FAA representative(s).
PREVIOUS RELEVANT BOCC ACTION: October 19,2011, Item C18- BOCC Approved the Financial
Consulting Services Agreement with Newton A Associates, Inc. for professional services at Key West
International Airport and The Florida Keys Marathon Airport.

Dear Mr, Horton:
Following on our recent discussion regarding the increase in the scope of services necessary to complete
Passenger Facility Charge Application No,15, I provide this professional fees amendment request.
3y way of background, in August of 2012 we were provided a notice to proceed pursuant to PSO
2012/7-2 with the development of PFC Application No. 15, the scope of services for which assumed that
EYW would remain a "non -hub" airport under the FAA's hub classification system, Pursuant to Part 158
(PFC regulation) the level of effort and documentation requirements for PFC applications are much less
than with small hub and larger airports.
Effective October 1, 2013, however, EYW was re-classified as a small hub airport due to its growth level

application development process and documentation, Furthermore, while coordination of the
