WHEREAS, General George Washington established the Purple Heart Medal on August
71 1782 to honor military personnel wounded in combat; and
WHEREAS, the Board appreciates the members of the Armed Forces who have been
awarded the Purple Heart, and further recognizes that many have made the ultimate sacrifice to
keep our country free; and
WHEREAS, the Military Order of the Purple Heart of the USA is coordinating a state
and national effort to establish "The National Purple Heart Trail" consisting of major interstate
highways and roadways leading to patriotic sites; and
WHEREAS, on September 19, 2007 the Board adopted Resolution No. 311-2007 in
support of dedicating U.S. Highway 27 in the State of Florida as the "Purple Heart Highway";
and
WHEREAS, during the 2014 Florida legislative session, SB 820 was enacted, becoming
Ch. 2014-228, Laws of Florida effective July 1, 2014, designating that portion of U.S. 1/S.R. 5
between Card Sound Road in Miami -Dade County and C.R. 905 in Monroe County as "Purple
Heart Trail" (Sec. 46.); and
WHEREAS, the Florida Department of Transportation (FDOT) requires a support
resolution from Monroe County requesting FDOT install and erect the roadway/bridge
designation signs; and
WHEREAS, our local community, our state, and our nation owe a deep debt of gratitude
to those members of our Armed Forces who have been wounded in combat and honored with the
Purple Heart medal and the Board desires to continue its support of the "Purple Heart Trail";

NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners, of
Monroe County, Florida, that the Board:
I Recommends and supports the designation of that portion of U.S. 1/S.R. 5 between Card
Sound Road in Miami -Dade County, Florida and C.R. 905 in Monroe County, Florida
(known as the "I 8-Mile Stretch") in the State of Florida as "Purple Heart Trail ".
2. Requests the Florida Department of Transportation install, erect and maintain suitable
markers designating this portion of highway as "Purple Heart Trail".
Directs the Clerk of the Court to forward a copy of this Resolution to: Neil Lyn,

The Purple Heart is specifically a combat decoration and it is our nation's oldest military medal. It was
'rst c eated by General George Washington ' 1782 and was known as the Badge of Military Merit. It a,

and It Is the predecessor of the Purple Heart medal
Tie ci.rrent Purple Heart medal was developed by General Douglas MacArthur in 1932. The new MEW
design was created by Miss Elisabeth Will, an Army heraldic specialist in the OFice or the
Quartermaster General. The revived form is of metal, instead of perishable cloth, made in the shape
of a rich purple heart bordered with gold, with a bust of Washington in the center and the
Washington coat -of -arms at the top.
The Purple Heart Is awarded to members of the armed forces of the U.S who are wounded by an
1nstiument of war in the hands of the enemy and posthumously to t le i,ext of kin in the name of
those who are killed in action or die of wounds received in action. The heritage it represents is `
sacred to those who understand the price paid to t *ear it.

The purpose of the Purple Heart Trail is to create a symbolic and honorary system of roads, highways, bridges, and other
monuments that give tribute to the men and women who have been awarded the Purple Heart medal.
The Purple Heart Trall accomplishes this honorary goal by creating a visual reminder ro those who use the i • system
that others have paid a Figh price for their freedom to travel and live in a free socaty. Signs placed at vanoua ,cations
annotate those roads and highways where legislation has been passed to designate parts of the national road system as

The Purple Heart Trail was established in 1992 by the Military Order of the Purple Heart. The original idea for the Purple
Heart Trail came from Patriot Frank 1. Kuhn, Jr., a member of Chap`e,1732 n V'rgina. His idea was tarred to the Zacbria

WHEREAS, General George Washington established the Purple Heart Medal on August
7, 1782 to honor military personnel wounded in combat; and
WHEREAS, since then approximately 1,635,000 Purple Heart medals have been
awarded to our military personnel; and it is believed that there are an estimated 500,000 living
veterans who are Purple Heart recipients; and
WHEREAS, the Monroe County Board of County Commissioners appreciates the
members of the Armed Forces who have been awarded the Purple Heart, and further recognizes
that many have made the ultimate sacrifice to keep our country free; and
WHEREAS, the Military Order of the Purple Heart of the USA is coordinating a state
and national effort to establish "The National Purple Heart Trail" consisting of major interstate
highways and roadways leading to patriotic sites; and
WHEREAS, our local community, our state, and our nation owe a deep debt of gratitude
to those members of our Armed Forces who have been wounded in combat and honored with the
Purple Heart medal;
NOW, THEREFORE, BE IT RESOLVED by the Monroe County Board of County
Commissioners, Monroe County, Florida, that the Board:
1. Recommends and supports the dedication of that portion of U.S. Highway 27 in the State
of Florida as "The Purple Heart Highway "; and
2. Requests the Florida Department of Transportation place and maintain appropriate
markers so designating said highway.
3. Directs the Clerk of the Court to forward a copy of this Resolution to Secretary Stephanie
Kopelousos, Florida Department of Transportation; the Military Order of the Purple
Heart, Highlands County Chapter 601 and Florida Chapter Commander James G.
Holland, Tallahassee, Florida; and Representative Ron Saunders, Senator Larcenia J.
Bullard and Governor Charlie Crist.

An act relating to transportation facility designations; providing honorary
designations of various transportation facilities in specified counties;
directing the Department of Transportation to erect suitable markers;
authorizing the department to permit the erection of a specified marker
under certain conditions; providing an effective date.
Be It Enacted by the Legislature of the State of Florida:
Section 1. Larcenia Bullard Way designated; Department of Transporta-
tion to erect suitable markers.—
(1) That portion of S.R. 992/152nd Street between U.S. 1 and 117th
Avenue in Miami -Dade County is designated as "Larcenia Bullard Way."
(2) The Department of Transportation is directed to erect suitable
markers designating Larcenia Bullard Way as described in subsection (1).
Section 2. Governor Mixson Highway desimiated, DeDartment of Trans-
portation to erect suitable markers.—
(1) That portion of S.R. 73 between the Calhoun County line and U.S. 231
in Jackson County is designated as "Governor Mixson Highway."
(2) The Department of Transportation is directed to erect suitable
markers designating Governor Mixson Highway as described in subsection

Section 3. KMI Kentucky Military Institute Bridge designated: Depart-
ment of Transportation to erect suitable markers.—

(2) The Department of Transportation is directed to erect suitable
markers designating Sergeant Jess Thomas Memorial Highway as described
in subsection (1).
Section 44. Staff Sergeant Michael A. Bock Memorial Highway desig-
nated; Department of Transportation to erect suitable markers.—
(1) That portion of S.R. 44/South Street between C.R. 44/Main Street and
U.S. 27/S.R. 25/14th Street in Lake County is designated as "Staff Sergeant
Michael A. Bock Memorial Highway
(2) The Department of Transportation is directed to erect suitable
markers designating Staff Sergeant Michael A. Bock Memorial Highway
as described in subsection (1).
Section 45. Specialist Ronald Gaffey Memorial Highway designated;

(1) That portion of S.R. 50 between S.R. 33 and C.R. 565A in Lake County
is designated as "Specialist Ronald Gaffney Memorial Highway

Section 72. Sheriff Charles Simeon Dean Highway designated; Depart-
ment of Transportation to erect suitable markers,
(1) That portion of S.R. 44 between the Sumter County line and U.S. 41/
S.R. 44/S.R. 45 in Citrus County is designated as "Sheriff Charles Simeon
Dean Highway."
(2) The Department of Transportation is directed to erect suitable
markers designating Sheriff Charles Simeon Dean Highway as described
in subsection (1).
Section 73. The Department of Transportation may permit the erection
by a private entity of a suitable marker in the wayside park on the north end
of bridge numbers 150215 and 150212/Sunshine Skyway Bridge in memory
of those who died on May 9, 1980, when the MV Summit Venture collided
with the bridge. The type of marker and its location are subject to the
approval of the department The private entity is responsible for all costs of
the marker and its installation and maintenance The private entity shall
also provide an annual renewable bond, an irrevocable letter of credit, or
another form of security as approved by the department's comptroller for the
purpose of securing the cost of removal of the marker and any modifications
made to the site as part of the placement of the marker should the
department determine it necessary to remove or relocate the marker.
Section 74. This act shall take effect July 1, 2014.
