COMMISSIONERS OF MONROE COUNTY, FLORIDA IN
SUPPORT OF DESIGNATING THE INDIAN KEY BRIDGE
(BRIDGE NUMBER 900095) OVER INDIAN KEY
CHANNEL ON U.S. 1/S.R. 5 IN MONROE COUNTY,
FLORIDA AS THE "INDIAN KEY IRVING R. EYSTER
BRIDGE" AND REQUESTING THE FLORIDA
DEPARTMENT OF TRANSPORTATION INSTALL,
ERECT AND MAINTAIN SUITABLE MARKERS
DESIGNATING THE INDIAN KEY BRIDGE AS "INDIAN
KEY IRVING R. EYSTER BRIDGE".
WHEREAS, Irving Reade Eyster, archaeologist and local historian, is known for his
lifetime commitment to preserving and sharing pieces of Florida Keys history from pre -
settlement to the present, from Indians to pirates, from ship salvagers to deep-sea treasure
hunters, from railroad construction to the Overseas Highway to the 20`h century hurricanes that
forever changed life in the Florida Keys, being quoted "The past belongs to the future, but only
the present can preserve it."; and
WHEREAS, Eyster, together with his daughter, created "The Matecumbe Historical
Trust, Inc." a non-profit organization dedicated to the education, history and preservation of the
Florida Keys, and a driving force behind the Irving R. Eyster Historical Museum of the Florida
Keys dedicated to preserving Florida Keys history, and
WHEREAS, during the 2014 Florida legislative session, SB 820 was enacted, becoming
Ch. 2014-228, Laws of Florida effective July 1, 2014, designating the Indian Key Bridge (Bridge
Number 900095) over Indian Key Channel on U.S. 1/S.R. 5 in Monroe County, Florida as
"Indian Key Irving R. Eyster Bridge" (see Section 55.); and
WHEREAS, Islamorada, Village of Islands adopted Resolution No. 14-07-42 on July 10,
2014 in support of the designation of the Indian Key Bridge over Indian Key Channel to the
"Indian Key Irving R. Eyster Bridge", attached hereto and made a part hereof as Exhibit "A
and
WHEREAS, the Florida Department of Transportation (FDOT) requires a support
resolution from Monroe County requesting FDOT install and erect the roadway/bridge
designation signs; and

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners, of
Monroe County, Florida that the Board:
1. Recommends and supports the designation of the Indian Key Bridge (Bridge Number
900095) over Indian Key Channel on U.S. 1/S.R. 5 in Monroe County, Florida as "Indian
Key Irving R. Eyster Bridge ".
2. Requests the Florida Department of Transportation install, erect and maintain suitable
markers designating Bridge Number 900095 over Indian Key Channel on U.S. 1/S.R. 5 in
Monroe County, Florida as "Indian Key Irving R. Eyster Bridge ".
3. Directs the Clerk of the Court to forward a copy of this Resolution to: Neil Lyn,

WHEREAS, Mr. Irving R. Eyster was a much beloved Islamorada resident widely
known for his work to preserve Indian Key and Florida Keys artifacts; and
WHEREAS, Irving Eyster enhanced the lives of residents by sharing his knowledge and
passion for Florida Keys history; and
WHEREAS, the Indian Key Bridge lies completely within the incorporated boundaries
of Islamorada, Village of Islands (the "Village"); and
WHEREAS, the Village Council requested the co- designation of the Indian Key Bridge
in Islamorada as the Indian Key Irving R. Eyster Bridge through letters from Islamorada's Mayor
to elected State of Florida Officials; and
WHEREAS, SB 820 was enacted by the Legislature of the State of Florida during the
2014 legislative session and was signed by Governor Rick Scott on June 20, 2014; and
WHEREAS, SB 820 designates the Indian Key Bridge (Bridge Number 900095) on U.S.
Highway 1 as the Indian Key Irving R. Eyster Bridge and directs the Florida Department of
Transportation to erect suitable markers; and
WHEREAS, SB 820 became Ch. 2014-228, Laws of Florida on July 1, 2014; and
WHEREAS, the Village Council finds that it is in the best interest of the Village to
request that the Florida Department of Transportation erect suitable markers designating the
Indian Key Bridge as the Indian Key Irving R. Eyster Bridge.
Section 1. Recitals. The above recitals are true and correct and are incorporated
herein by this reference.

Section 2. Requesting Suitable Markers. The Village Council of Islamorada,
Village of Islands hereby requests that the Florida Department of Transportation (FDOT) erect
suitable markers designating the Indian Key Bridge as the Indian Key Irving R. Eyster Bridge.
Section 3. Transmittal. The Village Clerk shall provide a copy of this resolution to
the Florida Department of Transportation.
Section 4. Effective Date. This resolution shall become effective immediately
upon its adoption.

The total number of designations is now 73, one of which requires a private entity to bear the
cost. For the remaining 71 designations, at 2 signs per designation costing $500 per sign, the
total cost is $71,000.00.

Committee Substitute for Senate Bill No. 820
An act relating to transportation facility designations; providing honorary
designations of various transportation facilities in specified counties;
directing the Department of Transportation to erect suitable markers;
authorizing the department to permit the erection of a specified marker
under certain conditions; providing an effective date.
Be It Enacted by the Legislature of the State of Florida:
Section 1. Larcenia Bullard Way_ designated; Department of Transporta-
tion to erect suitable markers.—
(1) That portion of S.R. 992/152nd Street between U.S. 1 and 117th
Avenue in Miami -Dade County is designated as "Larcenia Bullard Way."
(2) The Department of Transportation is directed to erect suitable
markers designating Larcenia Bullard Way as described in subsection (1)
Section 2. Governor Mixson Highway designated; Department of Trans-
portation to erect suitable markers.—
(1) That portion of S.R. 73 between the Calhoun County line and U.S. 231
in Jackson County is designated as "Governor Mixson Highway."
(2) The Department of Transportation is directed to erect suitable
markers designating Governor Mixson Highway as described in subsection
M
Section 3. KMI Kentucky Military Institute Bridge designated Depart-
ment of Transportation to erect suitable markers.—
(1) Bascule bridges, numbers 170169 and 170170, on U.S. Business 41/
S.R. 45/Tamiami Trail in Sarasota County are designated as "KMI Kentucky
Military Institute Bridge."
(2) The Department of Transportation is directed to erect suitable
markers designating KMI Kentucky Military Institute Bridge as described
in subsection (1).
Section 4. Tomas -Minerva Vinuela Way designated; Department of
Transportation to erect suitable markers.—
(1) That portion of 25th Street between East 8th Avenue and East 9th
Avenue in Miami -Dade County is designated as `Tomas -Minerva Vinuela
Way."

(1) That portion of N.W. 112th Street between U.S. 441/S.R. 7/N.W. 7th

"Pastor Jocelyne Bouchette Street."
(2) The Department of Transportation is directed to erect suitable
markers designating Pastor Jocelyne Bouchette Street as described in
subsection (1).
Section 54. Gerbuns Augustin Avenue designated; Department of
Transportation to erect suitable markers.—
(1) That portion of N.E. 8th Avenue between S.R. 916/N.E. 135th Street
and N.E. 131st Street in Miami -Dade County is designated as "Gerbuns
Augustin Avenue."
(2) The Department of Transportation is directed to erect suitable
markers designating Gerbuns Augustin Avenue as described in subsection
(1).

Luther King, Jr., Memorial Highway."

(1) That portion of S.R. 44 between the Sumter County line and U.S. 41/
S.R. 44/S.R. 45 in Citrus County is designated as "Sheriff Charles Simeon
Dean Highway:
(2) The Department of Transportation is directed to erect suitable
markers designating Sheriff Charles Simeon Dean Highway as described
in subsection (1).
Section 73. The Department of Transportation may permit the erection
by a private entity of a suitable marker in the wayside park on the north end
of bridge numbers 150215 and 150212/Sunshine Sk vfvay Bridge in memory
of those who died on May 9, 1980, when the MV Summit Venture collided
