AGENDA ITEM WORDING: Presentation on the modeling being used in Monroe County's Coastal
Flood Risk Study being conducted as part of FEMA's flood hazard map update process currently
underway.
ITEM BACKGROUND:
Michael DelCharco, P.E. of Taylor Engineering is the Project Manager for FEMA's Southeast Coastal
Studies, which includes the updating of Monroe County's flood hazard maps ("re -mapping").
FEMA is currently updating the Monroe County storm surge analysis, previously developed in 1988.
The study will proceed in two phases: The first phase includes developing new, state-of-the-art hurricane
storm surge models developed specifically for the region using LiDAR topographic data, best available
bathymetric data, NOAA storm meteorology, and historic surge data. The second phase will use the new
storm surge analysis to remap the flood hazard areas (such as Zone V and Zone AE) and develop all new
Flood Insurance Rate Maps (FIRMS) for the County.
Flood Hazard Mapping is an important part of the National Flood Insurance Program (NFIP), as it is
the basis of the NFIP regulations and flood insurance requirements. FEMA maintains and updates data
through Flood Insurance Rate Maps (FIRMS) and risk assessments. FEMA uses the best available
technical data to create the flood hazard maps that outline a community's different flood risk areas.
