WHEREAS, the Monroe County Code allows for the issuance of Certificates of Public Convenience and
Necessity for Non -Emergency Medical Transportation Services by the Board of County Commissioners

WHEREAS, the FLORIDA KEYS AMBULANCE SERVICE INC. desires to provide quality non -
emergency medical transportation services to the citizens of Monroe County; and,
