Additional Information for Agenda Item C - 29
"Approval to terminate contract with National Cleaning Systems Inc. for
janitorial services at Key West International Airport."
The above firm has not been working the hours specified in the contract. Their
night shift workers have been leaving 2 to 4 hours early. As a result, the
terminal has not been cleaned properly when we open it in the morning.
Working with our Legal Department, we put them on notice that they were in
breach of their contract (see attached letter). In a meeting with the president of
the janitorial firm on January 6th, he stated that it was too difficult to supply
workers for those hours without additional dollars added to his contact.
We refused to add additional money to his contract, so he told us that he
wanted to terminate the agreement.
We put the janitorial work out for an informal bid to two local janitorial firms
that have done our janitorial work in the past (please see attached).
As a result of that process, we ask that you approve a month to month
agreement with Ace Building Maintenance at 9600.00 per month. Also we ask
that you allow us to re-advertise for formal bids for janitorial services at the
airport.

Dear Mr. Borges:
This letter serves as formal notice that National Cleaning System Inc. is in breach of
contract for failure to perform the work outlined in Exhibit A of your agreement dated
September 18, 2002 to provide janitorial services here at Key West International Airport.
Exhibit A specifies the hours to be worked and the scope of services for floor
maintenance. On several occasions recently your people only worked a few of the hours
specified and they did not maintain the floors as per the specifications. These instances
have been documented and reported to your Supervisor, Ms. Luisa Martins, by our
Airport Maintenance Superintendent, Mr. John Avila.
Please be advised that you have three days from the receipt of this letter to correct these
problems. If they are not corrected, or if these problems occur again at any time in future,
we will petition the Monroe County Board of County Commissioners to immediately
terminate your contract.
Janitorial service is a vital function at this airport. The terminal is the first and last facility
that many visitors to Key West see as they arrive and depart from this city. It is
imperative that the terminal building remain clean and serviceable during every hour of
it's operation. Therefore, we cannot and we will not accept substandard service or
workmanship.
