AGENDA ITEM WORDING: Approval to waive purchasing policy and allow the reimbursement of
construction fees for the Big Pine Key Soccer Field.
ITEM BACKGROUND: Mr. Doug Bell spearheaded and paid for the construction of the Soccer
Field at S1. Peter's Church on Big Pine Key, and is asking for reimbursement. Many of the contractors
donated labor and materials, and most are working at a reduced rate. Mr. Bell received some proposals
for the various aspects of the work, but did not provide 2 or more written price quotes for work at a
cost of$5,000.01 or greater, and did not solicit a competitive bid process.
PREVIOUS RELEVANT BOCC ACTION: On 09/20/06, the BOCC approved the budget and the
capital projects plan which included an item for the Big Pine Key Soccer Field for an amount of
$100,000.00.
CONTRACT/AGREEMENT CHANGES: N/A. There is not a contract for Mr. Doug Bell's
services.
STAFF RECOMMENDATIONS: Approval as stated above, and to reimburse Mr. Doug Bell for his
payments, and to pay directly any contractor that may have provided service for the soccer field, but
not to exceed $100,000.00 in its entirety.

RE: Agenda Item - Big Pine Key Soccer Field
AGENDA ITEM WORDING: Approval to waive purchasing policy and allow the
reimbursement of construction fees for the Big Pine Key Soccer Field.
ITEM BACKGROUND: The Big Pine Key Soccer Field at St. Peter's Church was constructed
mainly by contractors who donated labor and materials and/or worked at a reduced rate. Mr.
Doug Bell took charge of the construction and paid for most of the construction out-of-pocket.
Mr. Bell did not solicit a competitive bid process according to Monroe County policy, and did not
always receive two written proposals onfees of $5, 000. 01 or greater. Listed below are items that
did, and did not receive two or more written proposals.
Did not receive two or more proposals:
Charley Toppino & Sons, Rockfor French Drains - $5,451.80
B & L Beneway - Installation of the French Drains - $9,760.00
Grader Mike, UC - Crsh 600 tons of rock and black dirt, spread and shape field - $10,000.00
Did not solicit a competitive bid process:
Go/fstream Turf-Bermuda Sod - $30,300.00 received another proposal from
Celebration Turf-Bermuda Sod - $38,400.00.
Received two proposals:
Monroe Concrete -Lawn Screenings at $23.00 per ton- (final price came to $12,446.90)
Rudy Krause - approximately 700s yard of fill screen proposed $10,890.00.
Received two proposals:
Affordable irrigation - $24,862.00 (accepted proposal)
Miller Fantastic Foliage - $26, 750.00
The construction of the Big Pine Soccer Field is on the approved capital project plan for an
amountof$10~OO~0~
PREVIOUS RELEVANT BOCC ACTION: On 09/20/06, the BOCC approved the budget and

of $100,000.00.
