Keys Wastewater Plan (KWP) Imolementation
. Prepared and presented bi-annual update for Keys wastewater projects to Florida Keys National
Marine Sanctuary Water Quality Protection Program Steering Committee.
. FKAA finalizing Work Plan for Decentralized Wastewater Treatment Demonstration Grant for
submittal to EP A for onsite system funding. DOH, FKAA, and County meeting held to continue
coordination of this effort.
N on-Ad Valorem Assessments
. Conference call with GSG to discuss work remaining to finalize system development fee tax roll
for collection on the 2010 tax bill. It was decided we would focus on finalizing EDU allocations
with the intent of being prepared to adopt Final Assessment Resolution no later than July 21,2010
to facilitate notices and the longest prepayment period possible.
. Managed system development fee assessment pay-offs, appeals, tax roll corrections and refunds
for the Big Coppitt, Duck Key, and Stock Island Programs. Loaded Stock Island assessment data
into database. Resolving EDU allocation correction request.
Lateral Assistance
. Prepared advertising and community participation schedule for hearings and advertisements required
for CDBG Small Cities grant administration.
. Requested schedule for rule hearing and grant application deadline following prior comment during
CDBG Small Cities rule development workshop.
. CDBG Disaster Recovery Grant Application prepared by grant consultant.
Key Lar20 Wastewater Treatment District
. Reviewing requirements for Park and Pool complex connection.
. Key Largo Sewer - Monroe County site inspector overseeing construction on KLWTD projects to
ensure compliance with County road restoration requirements, including attending pre-
construction meetings with contractors, inspecting road repairs, meeting with contractors to
determine repairs and replacement of county road signs in proj ect area.
Duck Key/Conch Key
. At January Board meeting, FKAA approved construction contract with Encore Construction for
upgrade and expansion of the Duck Key WWTP.
. Duck Key collection system design is complete and permitted. Working with FKAA and OMB to
identify available funding to construct Phase 1 of the collection system. Cudjoe Regional expanded
design suspended and budget shifted to construction.
. 73% of 150 EDUs at Conch Key are connected to system.

. Addressed property owner questions related to lateral connections and building permits.
. FKAA reports 601 out of 704 EDUs connected.
. Submitted FDEP Grant LP6803 final disbursement.
. Revising Loan Draw #8 to include Giannetti Application #13.
. Compiling contract close-out documents to facilitate final reimbursements.
. Coordinating with FKAA to address property owner complaints.
Cudioe Re2ional Wastewater Treatment Facility
. Cudjoe Regional WWTP 60% design review complete. Easement, power, water, and transmission
line routing issue being resolved.
. Cudjoe transmission main 30% design review complete for entire Cudjoe Regional system.
Feasibility of Niles Channel crossing established. Amendment 5 to reduce scope to central
collection area only for final design executed. Permitting meeting held with DOT/Heritage Trail
held to identify necessary coordination based on construction schedules for each project within the
corridor. County will need to acquire DOT surplus property for Master Lift Station siting. Based
on DOT overlay schedule for MM 16 through 19 and Heritage Trail construction from 16 to 24,
State Grant Assistance availability in 2010 may warrant expansion of transmission main project to
include Lower Sugarloaf.
. Cudjoe Regional (central) collection system 90% design review complete. DEP and DOT permit
applications to be submitted in April 2010. Draft Wastewater master Specifications in hand for
reVl ew.
. Cudjoe Regional (expanded) collection system 30% design drawings under review.
Stock Island
. Approximately 82% of the 2,672 EDUs served by the initial gravity collection system and Phases 1-3
of the expanded vacuum system are connected. Code enforcement meetings are held monthly and
fines are being imposed if design, permitting, and connection deadlines are not met.
. Reviewed deposition transcript and prepared Erratta Sheet for the Stock Island Assessment Program
and Roy's Trailer Park.
West Lon2 Key
. The Outdoor Resorts wastewater treatment plant bid for upgrade to advanced wastewater treatment
and the conceptual plan for the transmission system support proceeding with development of a
funding plan to connect the adjacent residential properties to the OR plant. If the funding plan is
feasible, this project has the potential to create a cost efficient and preferred environmental alternative
to installation of single family residential on-site systems.
