A. sunset slate of October 1, 2013 is established. ITEM BACKGROUND: D: 'his is a continuation of the BOCC efforts that began with the Green Initiative Task Force. This committee will be more narrowly focused and will assist the County in coordinating strategies for addressing climate change impacts and in the execution of the Florida Energy Climate Commission Grant Agreement No. ARS 1 . PREVIOUS RELEVANT BOCC ACTION: On June 18, 2008, Resolution No. 177 -2008 established the creation of an advisory board to recommend green standards to be adopted as local technical amendments into the Florida Building Code. On April 15, 2009, Resolution 121-2009 r nained the task force the Green Initiative Task Force and changed its focus to providing recommendations to the BOCC of environmentally sound practices and techniques to protect the enviromnent. The Green Initiative Task Force was SLInset on October 1., 2010. n September 15, 2010 the BOCC requested staff to prepare resolution for consideration in January, 2011 for establishment of a new advisory panel to continue the efforts started by the previous board. DISPOSITION: AGENDA ITEM # Reprised 7/09 RESOLUTION NO. - 2 11 RESOLUTION BY THE MONROE COUNTY BOARD OF COUNTY C AUMSSI NERS ESTABLISHING A CLIMATE CHANGE ADVISORY COMMITTEE TO MAKE RECOMA END TIONS REGARDING CLIMATE CHANGE AUTIGA TION AND ADAPTATION STRATEGIES �IEREAS, the Board f County Commissioners in 2008 approved the creation of the Green Building Code Task Force, later renamed the Green Initiatives Task Force that was sunset on October 1, 20 ; and V&MREAS, the Green Initiative Task Force was a productive effort that resulted in the awarding of the 11 Florida Energy & Climate Commission Grant to Monroe County and a Sustainable Vision Statement t guide development of a Community Climate Action Flan and the energy related components of the County" s Comprehensive Plan Amendment; and WBEREAS, the Florida Energy & Climate Commission Grant Agreement No. ARS Io requires community input in the education and conservation strategy components; and VaffiREAS., the County will be involved in developing a Community Climate Action Plan and assisting with the South Florida Regional Climate Compact"s Regional Climate Action Plan; and WI REAS, the County passed a resolution in November, 2010 agreeing to participate in the I LEI Climate Resilient Communities program that will require community input; and VaIEREAS, climate change will impact all segments of the Monroe County community and effective policies will require intergovernmental cooperation. NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners for Monroe County Florida: Section 1. There shall be a Climate Change Advisory Committee composed as follows: . There will be eleven voting members with two members appointed by each commissioner with at least one from his or her district and one member appointed by the County Administrator. All voting appointees shall be ratified by the Board of County Commissioners, and; b. Other governmental entities such as the utilities, municipalities, constitutional offices, school board or other Mate and federal agencies may participate as non -voting advisors. Section 2, Each member shall serve a term of one year which term may be renewed for one additional year. Any vacancies shall be filled by the appointing commissioner or County Administrator, as appropriate, for the duration of the term. Section 3. The purpose of the Climate Change Advisory Committee shall be to make recommendation to the BOCC regarding appropriate mitigation and adaptation policies needed to address climate change issues and to provide input to staff regarding implementation of those components of the Florida Energy & Climate Commission Grant Agreement No. ARSO1 requiring community input and intergovernmental coordination, climate action plans and other climate related draft reports as needed. Section 4. The Climate Change Advisory Committee shall meet at least quarterly during business hours. The County Administrator shall assign appropriate staff to take minutes and provide meeting coordination and logistics. Section 5. The Climate Charge Advisory Committee shall sunset October 1, 2013 unless it has accomplished its purpose earlier in which case it shall be terminated.
