AGENDA ITEM WORDING: Approval to appoint William Wiatt to the Planning Commission
as the District 4 Representative.
ITEM BACKGROUND: This is a new full -term District 4 appointment to run concurrently with the
incoming Commissioner's term. Mr. Wiatt brings to the Planning Commission his professional
Biochemist expertise with 27 years in the field of environmental, health, and safety management,
assessment, and training. He has been a full-time resident of the Keys since 1998, and is a small
business owner and Charter Boat Captain.

Bill wiatt has more than 27 years experience in domestic and
international environmental, health and safety management,

assessment and training. His responsibilities have included
designing, implementing and evaluating numerous complex
management programs and systems.
Before striking out as a military consultant and trainer, Bill was the Corporate Regulatory
Affairs Manager for the Hall i'burton Company where he coordinated EH&S activities for
over 70 manufacturing facilities, 250+ service facilities and numerous Department of
Defense projects. Prior to his role as Regulatory Affairs Manager, Bill was the Corporate
Manager of Environmental Auditing. Here Bill was responsible for managing a
comprehensive multinational environmental auditing program that encompassed some
60,000 employees at hundreds of sites in the U.S. and abroad.
For the past ten years, Bill has been assisting the U.S. Army with their implementation of
an organization wide environmental management system. During this sane period he
also designed and provided environmental and safety training courses for the U. S . Air
Force's Air Education Training Command.
In 19981, Bill purchased property and a small business in the Florida Keys and pursued his
passion for fishing and the sea by establishing a fishing charter business. He now works
as a part time Captain for Tailwalker Charters out of Hawk's Cay resort on Duck Key,
and continues to provide specialized training to U.S Army leadership personnel on a case
by case basis.
Bill's experience and dealings with personnel at the most senior levels of both business
and government make hire a valuahle resource in any management and problem solving
position. He prides himself on maintaining a highly professional attitude and demeanor
in even the most challenging of management situations and believes conflicts are best
resolved through a combination of intelligent ideas and compromise.
Credentials
Bill holds a B.S. in Biochemistry granted by Virginia Tech. He served a five year term on
the RAB Auditor Certification Board, and has been registered in the U.K. as an 1EMA
Principle Environmental Auditor and certified in the U.S. as a Dead Environmental
Management System Auditor.
Bill has written many papers on developing, maplem.enting and assessing EH&S
management systems. These papers have been presented, at numerous conferences both
internationally and domestically, including the International Symposium on Oil and Gas
Management, the International Oil Spill Conference, and the ACH1v M Conference on
Environmental Management in the Multimedia Age.
