ITEM BACKGROUND: The timeframe for holding closed sessions during regularly scheduled BOCC meetings was switched to the timeframe immediately after wastewater, which was regularly held at 1:00 p.m., to accommodate a previous commissioner. Prior to that, closed sessions were traditionally held at 8:00 or 8:30 A.M., before the start of the regular meeting, unless it was necessary to schedule differently in order to get outside counsel there. When wastewater quit being a constant issue, the after -lunch time spot was used for closed sessions. The number of closed sessions held by the BOCC have increased considerably since 2006 (see attached stats) and a concern was raised recently regarding the timeframes currently used for holding closed sessions during regularly scheduled BOCC meetings. Union negotiations for each of the two unions used to be held only once every three years. Due to the huge cuts in personnel, particularly from Public Works, and the lack of across- the-board raises for the past four years, we have been regularly negotiating each union contract every year. These increased activities require more closed sessions. Staff is seeking direction from the BOCC regarding the timeframes to be used for scheduling closed sessions.
