ITEM BACKGROUND: Zoning is currently available on paper maps, which are old and difficult to
maintain. The above referenced project will provide parcel-based zoning in a seamless digital format.
This will enable staff to access and map zoning data using the County's existing Geographic
Information System (GIS). A Request For Proposals (RFP) was issued by Monroe County Purchasing
August 9, 2002.

Response to Zoning RFP
Attached are copies of staffs' initial Zoning Project RFP respondent ranking and
the ranking of those firms short-listed for further evaluation.
The initial ranking conducted by staff involved ten (10) issues and their
underlying subject matter. Each issue was given a weighted value. The initial
issues were as follows:
1. Was the response to the RFP timely?
2. Is database design mentioned?
3. Are adequate allowances for database design being provided?
4. Will a seamless zoning layer be delivered?
5. Will a seamless zoning geodatabase be delivered?
6. Will zoning be assigned at the parcel level?
7. Will a maintenance interface be delivered?
8. Will all products be delivered within 90 days?
9, Is price for services included?
1 O.ls price for services inclusive?
As a result of this initial ranking, staff short-listed HDR Engineering, Calvin,
Giordano & Associates, and Spatial Engineering.
Short-listed firms were further evaluated for maintenance, parcel assignment,
seamless layer, database, respondent detail, experience, project management,
understanding scope of work, qualifications, and price. The respondents were
then ranked according to staff preference in each category.
Staff recommends Calvin, Giordano & Associates be approved by the County
Commission and that staff be directed to proceed with contract negotiations.

Introduction
The Monroe County Growth Management Division is requesting proposals for
Geographic Information System (GIS) services. Services to include technical
support and/or consulting, analysis, and data manipulation to create a
countywide zoning layer,
Background
Growth Management GIS provides services to users over the county's wide area
network. The operating system is currently Microsoft Windows NT wISP 6a in
conjunction with ESRI ArcGIS 8.x products. Projection standard is Stateplane,
NAD83, FIPSZone 901, feet.
Scope of Services
Build a zoning layer from existing digital data and land use maps. Monroe
County will provide all necessary documentation to create a seamless zoning
layer, Appropriate zoning is also to be assigned at the parcel level. Data sets
will be provided to the county for review and quality control and all errors
corrected within an agreed upon schedule,
Review all database design and make recommendations wherever necessary.
Provide an ArcMap interface for the zoning layer maintenance process,

. Seamless zoning layer coverage and geodatabase.

GIS Responsibilities
Provide all existing digital zoning, parcel, and land use data with tabular updates,
map sheets, DOQQ's, and any and all other information, as needed, to complete

SECTION A
TECHNICAL PROPOSAL
Statement of Work
The following section represents the "Statement of Work" as understood by
the Calvin, Giordano and Associates, Inc. (CGA) project team. It is assured
that the project team will have the experience and resources necessary to
undertake any and all types of work related to this project in an aggressive
and cost effective manner. Our team will be committed to meeting any and
all time schedules and budgetary requirements of the County.
Objective and Scope of Services
CGA will build a zoning coverage layer from Monroe County's existing
digital data and Land Use Map for all unincorporated areas. Areas
considered to be incorporated and not included under this scope of
services are Villages of Islamorada. Layton, Key Colony Beach, Marathon
and Key West. The County will provide all necessary documentation
required to complete the zoning GIS coverage layer. Also included will be
zoning classifications assigned at the parcel level.
CGA will review the existing database design (related to this project) and
make recommendations wherever necessary,
ESRI will assist CGA in the development of the ArcMap zoning interface
used in the maintenance of the new zoning GIS coverage layer. The
interface will consist of a user-friendly tool bar menu used to automate and
facilitate the zoning editing process.
Project Approach
Upon assignment of the project by the County, a meeting will be initiated
between our team's project manager, ESRI programmer and the County's
project manager to discuss database designs and functional requirements
regarding this project. We feel that the success of this and any other
project is often determined at this stage. After this meeting our project
manager will call together the project team to discuss the scope of services
and work will commence.
Zoninq GIS Coveraqe Laver (Parcel Level and Overall Seamless Coveraqe
Laver)
For the development of the zoning GIS data layer, CGA will utilize
electronic and hard copy information provided by the County, It is our
understanding that the data provided will include the parcel base map
coverage layer, street center-line coverage layer. land use maps and any
other data that is deemed necessary to complete this scope as described
by the County's request.
CGA will assign the zoning classification to each individual parcel within
unincorporated areas, as designated in the County's hard copy maps. After
the completion of this task, an overall seamless zoning coverage layer will
be created. This will be done by dissolving the newly assigned parcels -
using the zoning designation as the dissolve item.
Dissolve will eliminate nodes or arcs between adjacent lines or polygons
containing the same zoning designation, which will create a simplified
coverage.
While the input coverage may contain information concerning many feature
attributes, the output coverage contains information only about the zoning
designation, thus creating the overall seamless zoning coverage layer.
Also, in the development of the overall zoning coverage layer, CGA will

QA / QC
The parcel level zoning coverage layer and the overall zoning coverage
layer will be provided to the County for review and quality control in an
area-by-area basis. The County will inform CGA of any inaccuracies. All
revisions will be completed within an agreed upon schedule and returned
to the County.
Database Recommendations
During the course of this project, CGA will make any recommendations,
wherever necessary, to the County regarding the GIS databases being
used in this project.
ArcMao Maintenance Interface
CGA and ESRI programmers will travel to Monroe County, to discuss
functional requirements of the Zoning Maintenance Application. As a result
of the interviews at the site, contractor consultants will prepare a database
design and a document listing application tools to support the functional
requirements of an end user application that serves to maintain the zoning
database layer.
ESRI programmers will develop Visual Basic code to create tools for zone
area maintenance to include common tasks. Tasks include splitting existing
zones. combining existing zones, creating new zones, and modifying
existing zone attributes, Tools will be created so that they can be added to
ESRl's ArcMap application in the form of a Zoning Toolbar.
Functionality of a Zoning Application includes:

. Modify attribute information for zoned areas.
. Standardize the symbolization of zoning layers (via ESRI

attributes. The utility data exists
in different formats; hard copy
as-built sheets, AutoCAD DWG
files and data gathered by GPS.
The varied types of formats are
being converted and
implemented into the City's GIS
utilities database. All attributes
are entered from the information
shown on the as-built drawings.
The as-built sheets are
scanned, registered and broken
down by feature layers,
imported into GIS and then
attributed accordingly. In
addition, the lake interconnects
and catch basins were located
by GPS and imported into GIS.

Storm Water Data Conversion
City of Lauderhill
Calvin, Giordano & Associates, Inc. (CGA) was
contracted to convert all existing AutoCAD storm water
data into several Arclnfo GIS coverages. All data was
attributed from the as-buit hard copy drawings. Global
Positioning System (GPS) was utilized to locate all
outfalls and is currently being used to locate missing
catch basins within the City. The final product includes
attributed catch basins, drain pipes, manholes,
retention areas and outfalls.
The city also contracted with CGA to provide
consultation services on the use of Arclnfo and
ArcView software on an as-needed basis.

Eichner was formerly a Senior Planner for the

Ms. Duguay has over eight (8) years of experience in
Geographic Information Systems (GIS) technology.
She is knowledgeable in Arclnfo, ArcGIS, ArcView 3.2
and ArcIMS.
Previously, Ms. Duguay worked with Mecklenburg
County in Charlotte, North Carolina. She was
responsible for coordinating and implementing several
GIS programs in various County Departments. She
also trained staff members on the proper use of GIS
technology to enhance each program. Ms. Duguay
designed and produced maps for wastewater
treatment sites, well locations, inspection sites, and
mosquito complaint and treatment locations.
Currently, Ms. Duguay is a GIS Specialist for Calvin,
Giordano & Associates, Inc. As a GIS Specialist,
she assists the GIS Coordinator with the development
of coverages for developing and maintaining a GIS
system for municipal clients,
PROJECT EXPERIENCE
City of Weston, Florida
Develop utility coverages for the City of Weston,
Florida using ArcGIS, The coverages include water
mains, water valves, reducers, sewer lines, manholes,
tire hydrants, force mains, force main valves, and lift
stations. Once developed, these coverages will be
added to an already existing interactive GIS, which can
be accessed through the City of Weston web site.
City of Marathon, Florida
Develop land use coverages for the City of Marathon
and determine acreage of all vacant land for future
development.
City of Miramar, Florida
Develop pavement coverage for the City of Miramar.
This coverage was developed using the already
existing AutoCAD layers and then converting into a
GIS.
