AGENDA ITEM WORDING: Approval of a resolution to bond $20 million funding for the Big
Coppitt Regional Wastewater System Project to serve the Big Coppitt, Rockland, and Geiger
Key service areas to provide additional funding to offset construction costs and lower the cost
per EDU to the individual property owners. (An Inter-Local Agreement between the County
and the Florida Keys Aqueduct Authority to administer the $20 million for the Big Coppitt
project will be presented for BOCC approval under separate agenda item.)
ITEM BACKGROUND: The County's agreement with DCA requires the County to bond $40
million dollars for wastewater projects from infrastructure sales tax funds.
PREVIOUS RELEVANT BOCC ACTION: The BOCC approved in May of 2005 to bond $20
million of wastewater funding for the Key Largo Wastewater Treatment District regional
system. In June 2005, the Board approved advertisement of Request for Qualifications for
Engineering Services to design the Big Cop pitt Service Area.

WHEREAS. the Monroe County ComprehensIve Plan reqUIre... Monroe County to meet State
mandated wastewater treatment standards by 20 I 0: and
WHEREAS, the prevailing method of waste\..'atcr treatment in the Lower Keys areas of
unmcorporated Monroe County is tbe utilization of cess pits and septic systems; and
WHEREAS, the Authority is authorized by Chapter 76-44 I, Laws of Fiorida. as amended. to
design, construct and operate \\a...te......ater treatment systems; and
WHRREAS, by vntue of Chapter 99-395. section 6, Laws of Florida., passed by the Florida
Legislature on May 22, 1998 and subsequently signed into law by the Governor of the State, the Authority
possesses authority to act as the wasfl,"watcr service pro\rider in unincorporated areas of the County; and
WHEREAS. also on May 22, 1~9S, the County and the Authority adopted a Memorandum of
Understanding the terms of \,,'hi~h arc intended to guide the parties' relation.-'.hips in addressing wastewater
service issues ill certain parts ofunincorporatcd Monroe County: and
WHEREAS, the Authority participated With the County in the development of the Monroe County
Sanitary Wastewater Master Plan (the "Master Plan") for the Florida Keys which was adopted b) the
Monroe County Boord ofCounry Commissioners on May 1&,2000; and
WHEREAS, the Master Plan identified and acknowledged the benefits tu Monroe County, its
residents, visitors and environs from the installation of rcgionaJized central se\'llcr systems and identIfied
areas and projects which should be gi\cn priority attentiolL referred to as "Hot Spots:" and
WHEREAS, the County and the Authority have worked to identify funding sources and grants
from local. state and tt:deral 8ourct,'S to advance the provision of central wastewater servict.'S and programs
on a priority basis and guided by the Mast\;.'T Plan's identification of "Hot Spot.s~" and
WHEREAS, a first priority "Hot Spot" project Identified in the Ma.<;tcr Plan was the construction (.If
a w~<;te\\ater collection, treatment. ~ffiucnt disposal and sludge dIsposal system for the Little VeOlce
System: and
WHEREAS, the Authority has completed construction of the Little Venice Wastc\\ater System and
wastewater service and billing hao; commenced: and
WHEREAS, the Authority has constructed or IS III the process of constructing wastewater projiXts
In additional "Hot SIX)ts" such as withm the Conch Key portion of the Conch Key/Duck Key System and
the !lay Point System, and \..ilhin the City of La~toll: and
WHEREAS. the County and the Authority entered an illterlocaJ agreemt:nt on November 1&, 2003,
pursuant to which the County agreed to reimburse the Authority for up to $40,000 to be expended by the
Authority for the preparation of performance standards and criteria for the design and engineering of
collectio~ treatment and dispos,,11 facilities to~erve the unincorporated artlas of Monroe County; and

FKAA ~ith up to nVENTY MILLION DOLLARS ($20.000.000tJO) from the proceeds of mfi-astructure
sales surta.x revenue bonds which 'viII be issued by the County to assist in the capital cost of constructing
wastewater systems to serve the Lower Keys Wastewater Districts in unincorporated Monroe COllnt}; and
WHEREAS, the BOCC finds it in the best interest of the public to commit to financial and
other assistance in accomplishing the expeditious, effective, and cost-efficient implementation of
wastewater projects tor the Lower Keys Wastewater Djstricts in unincorporated Monroe County,
now theretore.
BE IT RESOLVED BY THE BOARD Of COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA that:
