NOMINEE: KEN LOHLEIN
I am nominating Kenneth “Ken” Lohlein, Senior Technician of Maintenance, Florida
Keys Marathon Airport for the Employee Service Award for the month of December
2008.
Ken transferred to the Florida Keys Marathon Airport, through our Promotional
Opportunity process, in August of 2001, having worked for Monroe County since
November 4, 1981. His primary function, according to his job description, is to maintain
and repair all equipment and facilities at the airport. Sounds quite simple, however that
doesn’t even begin to detail his numerous duties and responsibilities, considering that the
airport property boundary encompasses approximately 190 acres, has a lighted runway of
5,008’ x 100’, a lighted parallel taxiway of equal length with several intersecting
taxiways, numerous pavement markings, dozens of directory and informational signs
(most of them lighted), and hundreds of lights on both landside and airside. Additionally,
there are navigational devices that must be maintained, a 19,000 square foot passenger
terminal facility and various ancillary buildings. Ken also conducts daily, quarterly and
special inspections of the airfield both in the daytime and periodically at night.
Excluding himself, Ken has a staff of one.
In general, Ken does an admirable job and exceeds performance expectations. However,
there is one aspect of his job on which I would like to elaborate. The 2004 revised Part
139, Federal Aviation Regulations under which airports are certified requires training of
all personnel who access aircraft movement areas and safety areas at least once every 12
consecutive calendar months and for training records be maintained for 24 consecutive
calendar months. Training must include the following:
Airport familiarization, including airport markings, lighting, and signs system;
Procedures for access to, and operation in, movement areas and safety areas;
Airport radio communications;
Duties required under the Airport Certification Manual;
Aircraft rescue and firefighting operational requirements;
Handling and storage of hazardous materials;
Self-inspection program;
Pedestrian and Ground Vehicles;
Wildlife hazard management;
Airport condition reporting
Ken has been instrumental in the development of a training program tailored specifically
for our airport. He has trained over 100 personnel since the implementation of the
program three years ago and continues to conduct training monthly.
Additionally, he personally has completed both Basic and Advanced Airport Safety and
Operations Schools.
