Approval to allow local artist Rick Worth and students to re-paint
seascapes on the Higgs Beach picnic shelters, restrooms and the two pavilions, and approval to waive
any fees required for Use of County Property.
ITEM BACKGROUND:
In 1996 there was a Children’s Mural Painting project. Murals were
painted by volunteers on the restrooms and gazebos. Recently artist Rick Worth approached Richard
Hatch of Saluté Restaurant, who has since been coordinating this effort, to re-paint the murals with the
work to be done by Mr. Worth and students. Monroe County will provide the paint and waive any fees
for Use of County property.
PREVIOUS RELEVANT BOCC ACTION:
On March 20, 1996, the BOCC granted conceptual
approval to dedicate a portion of Higgs Beach to be known as “Kids Point.” On May 22, 1996, the
BOCC clarified and approved the previous action to reflect the painting of the pavilions and restrooms
at Higgs Beach. On August 13/14, 1996, the BOCC approved the Children’s Mural Project utilizing
volunteers to paint murals on the Higgs Beach restrooms and gazebos.

On March 20, 1996, the BOCC granted conceptual approval to dedicate a portion of Higgs Beach
to be known as “Kids Point.” In August 1996, the BOCC approved the Children’s Mural Project
which consisted of painting murals on the Higgs Beach restrooms and gazebos utilizing volunteers.
Participants were organized and by the end of August 1996 murals of “Reef Fish of the Keys”
decorated Higgs Beach.
Recently artist Rick Worth approached Richard Hatch of Saluté Restaurant, who has since been
coordinating this effort, to re-paint these murals with the work to be done by Mr. Worth and
students. Facilities Maintenance is performing preliminary maintenance work, prep. and painting
of the Higgs Beach facilities and, in conjunction with our work, Mr. Worth and students will do the
decorative painting.
Monroe County will provide the paint, and I hereby request approval to waive of any fees in
conjunction with this re-painting project.
