It is a free, public beach that can be enjoyed by any resident of Monroe County. Prior to 2002, the County provided a Sheriff’s Deputy at Higgs Beach.The BOCC voted to eliminate the deputy position at Higgs Beach in 2002 and since then, security at the beach has deteriorated and use by locals has diminished. The restrooms, picnic huts and pavilions are in disrepair, and pedestrian safety is compromised by poor roadway markings. The County recently negotiated a new lease for Salute restaurant on the Beach, and is considering options for a beach chair and watersport concession. Beach maintenance is paid for through TDC funds. A new “Higgs Beach Working Group” has been formed to revitalize the area consisting of County staff, Key West City staff, representatives from several constituencies and concerned citizens and neighbors. Minutes of the meetings held to date are attached. PREVIOUS RELEVANT BOCC ACTION: At the February 2009 meeting, the BOCC approved an expenditure of $40,000 to provide Deputy oversight at Higgs Beach for the next several months to see if it improves security. Success will be measured by direct observation by those who frequent or work at the Beach, and by the number of calls received by the Sheriff’s Department and the Key West Police Department.
