AGENDA ITEM WORDING: Discussion, direction, and possible approval of expansion of the
Cudj oe service area to include neighborhoods not already included in the central service area.
ITEM BACKGROUND: FKAA requested to add alternate price proposals from bidders on the Inner
and Outer Island service areas for including in the central system specified areas as extension and
outreach areas. The FKAA recommends inclusion of some areas of the outer islands service area in the
central service area collection system based on an attractive cost per EDU in the bids but recommends
against including additional areas for the Inner Island service area because the cost per EDU is not
attractive on a cost benefit basis. The central service area was last expanded by the BOCC in 2009
based upon best estimated costs at the time.
PREVIOUS RELEVANT BOCC ACTION: In June 2009, the BOCC adopted Resolution 179-2009
establishing the service areas boundaries.

SUBJECT: Recommendations for Expansion of Cudjoe Central Sewer Service Area
-� Recommendation: Approval of expansion of Cudjoe central sewer system to include areas
shown below and on attachments.
Basis for Recommendation:
1. Each of the areas recommended for inclusion can be included for less than
$22,000/EDU.
2. Inclusion of these areas in the central sewer system reduces the number of properties to
be included in the FKAA on -site program reducing the subsidy cost to the County.
3. The central sewer system will provide a higher standard of treatment and thereby reduce
the ultimate discharges to the environment.
Areas recommended for inclusion:
1. Inner Islands area (Upper Sugarloaf, Cudjoe, Summerland Keys):
a. A portion of North Sugarloaf Acres Section 1 adjacent to Crane Blvd and an
existing central service area as shown on the attached map ("Upper Sugarloaf
Key"). This area includes 3 EDUs at a cost of $65,440 ($21,813/EDU).
b. A section adjacent and on the west of the central service area including several
properties on Hansen Trail, Pellico Rd, and Rocky Rd. The attached map
("Upper Sugarloaf Key") delineates the expansion area. This area includes 13
EDUs at a cost of $199,410 ($15,339/EDU).
2. Outer Islands area (Lower Sugarloaf, Ramrod through Big Pine Key):
a. On Lower Sugarloaf Key the area known as Bat Tower Rd area and shown in
yellow on the attached map ("Lower Sugarloaf Key"). This area includes
approximately 6 EDUs at a cost of $123,265 ($20,544/EDU).
b. On Ramrod Key, an area on Bayshore Drive which includes 7 EDUs at a cost of
$135,000 ($19,286 /EDU). See map "Ramrod Key".
c. On the southern part of Big Pine Key a number of properties on Wilder Rd
(shown in yellow on the attached map of "Big Pine Key South"). The
recommended area includes 7 additional EDUs at a cost of $130,825
($18,689/EDU).
d. Also on the southern part of Big Pine Key, and shown on the map "Big Pine Key
South" a number of properties shown in aqua in Basins I, J, and K which include
an additional 51 EDUs at a cost of $411,500 ($8,069 /EDU).
e. The Long Beach Road area of Big Pine Key shown on the attached map ("Big
Pine Key - Long Beach Road"). This area includes an additional 44 EDUs
(excluding the Fish Camp) at a cost of $718,850 ($ 16,338/EDU).
Back ground:
The recommended areas were based upon the same criterion used in the most recent
expansion (2009) which is a cost breakpoint of $22,000/EDU (the expected cost of an onsite
system).
Inclusion of these areas will result in the removal of 131 properties from the On -site program
that was expected to include approximately 280 properties. This reduces the costs of the On -
site program by more than $2.5 million and places these 131 properties in the central system
with its higher level of treatment without an increase in cost to those property owners.
The addition of Long Beach Road is the most unexpected result of this review. The addition of
Long Beach Road introduces the addition of the Fish Camp and, possibly Little Palm Island, to
the central service area. Additional follow up with both properties is required to finalize these
plans. Upon review of the FDEP permits for the Fish Camp, the likely EDU assignment will be
in the range of 30 EDUs. Further discussion of their plans for upgrade to 2015 standards is
required. Little Palm Island has indicated they have been pursuing a separate plan to relocate
their package plant from the island to a property on Long Beach Rd. They have expressed
interest in connecting to the central plant with the transmission system from the island to the
Long Beach Rd area as their responsibility (permitting, operation and maintenance). Further
follow up will be required including a commitment from Noble House (owner of the resort) prior
to the design phase of Long Beach Rd.

A RESOLUTION OF THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS CONFIRMING THE INTENDED WASTEWATER
SERVICE AREAS AS EITHER CENTRALIZED OR
DECENTRALIZED AND CLEARLY SHOWING NON -SERVICE
AREAS WITHIN MONROE COUNTY AND THE FLORIDA KEYS
AQUEDUCT AUTHORITY WASTEWATER JURISDICTIONAL
AREAS
WHEREAS, Proposed Rule 28-20.130 includes the following requirement:
(a) By July 1, 2009, identify by County resolution the areas of the
County that will be served by central sewage facilities ("service
areas") and the areas of the County that will not be served by central
sewage facilities ("non -service areas"). and;
WHEREAS, Monroe County has approved "service areas" and "non -service areas" associated with
wastewater service based on the recommendations of staff' and the Keys Wastewater Master Plan for all
areas of the Monroe County/FKAA wastewater jurisdictional area; and
WHEREAS, Monroe County has approved a joint proposal by the FKAA and the Florida Department
of Health to provide optional decentralized service to areas of Monroe County not included in a
centralized service area with the exception of off shore islands; and
WHEREAS, Monroe County through the above described actions has created a service area which
consists of both centralized service and decentralized service with off shore islands being the only non -
service area within the Monroe County/FKAA wastewater jurisdictional area.
NOW, THEREFORE, BE IT RESOLVED by the Monroe County Board of County Commissioners:
Section 1: The attached map which details the following:
1. Service Area —Monroe County/FKAA Wastewater jurisdictional area to be supplied
with wastewater treatment service
a. Centralized — Uses a regional collection system and treats effluent at a
regional plant location
b. De -centralized — No regional collection system and/or treatment is available,
on site system owners may enroll in an upgrade/replacement program
provided by the FKAA
2. Non -Service Area -- No regional collection system is available and on site system
compliance with Chapter 99-395 of the Laws of Florida is the responsibility of the
land owner
shall serve as the official preliminary depiction of wastewater treatment service and non -
service areas within the Monroe County/FKAA wastewater jurisdictional area.
Section2: This preliminary depiction of service area may be modified as required by final system
design and recommendations from the FKAA. Following the completion of final system design a final
service area map shall be approved by the BOCC through an amended resolution.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida at a regular meeting held on the 17 th day of ,Tune , 2009.
