ITEM BACKGROUND:
Celebration of the Natilinal Day of Prayer. Events are planned throughout the county and it is
customary and appropriate to have a Mayoral Proclamation announcing this very special day.

WHEREAS, since the birth of our nation, Americans have sought God's help
through prayer in times of trials and challenges; and
WHEREAS, around the world, people regard the United States as a 'safe haven"
for personal freedom; and
WHEREAS, the Continental Congress of 1776 called for the first national day of
fasting and prayer, and President Abraham Lincoln issued a formal proclamation,
passed by an Act of Congress on October 3, 1863, initiating the first annual National Day
of Thanksgiving for the many blessings bestowed on our nation by Almighty God; and
WHEREAS, the annual National Day of Prayer was formally recognized to be the
first Thursday of every May by a joint session of Congress in 1952; and
WHEREAS, Americans across our country gather on this day to express together
their gratitude for the rights, .freedom and bountiful blessings they enjoy as expressed by
President John F. Kennedy, who stated that "the rights of man come not from the
generosity of the 'state but from the hands of God"; and
WHEREAS, this year's theme, "Righteousness exalts a nation and sin is a
disgrace to any people", taken from Proverbs 14:34, NIV, is most fitting given the current
challenges our nation faces both at home and on the international stage; and
WHEREAS, throughout the County of Monroe, the State of Florida and the
United States of America, citizens on May 1", will unite at specific times in prayer for our
nation and state to acknowledge dur dependence upon God, to give thanks for the many
blessings our country has received from Him, to recognize our need for personal and
corporate renewal of moral values and to invoke God's blessings upon our leaders;
NOW THEREFORE, by the virtue of the power vested in me as Mayor of Monroe
County, Florida, I, Dixie M. Spehar, do hereby proclaim Thursday May 1,2003 as the
DAY OF PRAYER IN MONROE COUNTY
and invite all citizens to pray with diligence and obedience and seek the face of Almighty
God to direct our paths in the days and years ahead.
