Home My WebLink AboutResolution 133-2017RESOLUTION NO. 133 - 2017 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA SUPPORTING THE DESIGNATION OF THE PAIR OF BRIDGES, BRIDGE NUMBERS 900110 AND 900111, OVER PINE CHANNEL ON U.S 1 /S.R.5 IN MONROE COUNTY, FLORIDA AS THE "IRENE UPSHAW HOOPER MEMORIAL BRIDGES" AND REQUESTING THE FLORIDA DEPARTMENT OF TRANSPORTATION ERECT THE APPROPRIATE SIGNAGE REFLECTING THE DESIGNATION. WHEREAS, Irene Upshaw Hooper, while working as a school teacher and the Director of the Girl Scout Camp on Summerland Key, led a cooperative effort of the parents of students at the camp and other interested parties to establish a marine science education program on Big Pine Key, FL in 1966; and WHEREAS, Irene U. Hooper did establish the Seacamp Association summer camp program in 1966, as the first program of its kind, to provide educational programs for youth in marine science; and WHEREAS, In 2016 the Seacamp Association camp program celebrated its 50 anniversary of providing marine science education and recreational programs to students from all fifty (50) states of the union and some fifteen (15) countries from throughout the world; and WHEREAS, in 1970 the Seacamp Association, under the leadership of Irene Hooper, did establish the Newfound Harbor Marine Institute on Big Pine Key, FL for the purpose of providing valuable marine science environmental education programs to students from elementary to college throughout Florida and nationwide; and WHEREAS, Newfound Harbor Marine Institute provides support to aid visiting research scientists specializing in marine habitat protection, tropical marine species growth, habitat and protection; and WHEREAS, over 300,000 youngsters throughout the United States and in fifteen (15) countries worldwide participated in the programs of the Seacamp Association over the fifty (50) years the programs operated; and WHEREAS, Irene U. Hooper did conceive and initiate the State of Florida designation of the Coupon Bight Aquatic Preserve and the Coupon Bight Aquatic Preserve Buffer Zone to ensure protection of the waters and uplands surrounding Coupon Bight in perpetuity; and WHEREAS, during her life time, Irene U. Hooper was an advocate for the protection of Florida's environmental treasures and, in so doing, caused properties surrounding Coupon Bight to be purchased for preservation; and Page 1 of 2 WHEREAS, Irene U. Hooper did pass from this earth on February 13, 2014; and NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: The Board hereby supports the designation of the pair of bridges, bridge numbers 900110 and 900111, over Pine Channel on U.S. 1 /S.R. 5 in Monroe County, FL as the "The Irene Upshaw Hooper Memorial Bridges ". 2. The Board requests the Florida Department of Transportation erect the appropriate signage reflecting this designation. 3.
