AGENDA ITEM WORDING: Confirmation of the County Administrator and Assistant County
Administrator's appointment of Bryan Cook to the position of Department Head, Employee Services.
ITEM BACKGROUND: Teresa Aguiar retired from the Director of Employee Services position in
September, 2016. The position was advertised extensively. An interview committee was established.
Membership included: County Administrator, Roman Gastesi, Assistant County Administrator's
Christine Hurley and Kevin Wilson, Assistant County Attorney, Cynthia Hall, and Karen Rodriguez,
Human Resources Director with Florida Keys Aqueduct Authority. Each committee member
approached interviewing from their respective roles and selected 6 candidates for initial interviews.
Of the 6 candidates initially interviewed, 3 were chosen for second interviews.
Mr. Bryan Cook was chosen based on his extensive background in all facets of the Employee
Services Department, including Human Resources, Workers Compensation, Benefits, Safety and
Equal Opportunities. Mr. Cook was recommended unanimously by all members of the Committee.
He has a Master's Degree, as well as 20 years of related experience. His resume is attached.
We are seeking confirmation of this selection by the BOCC at a starting salary of $115,000. The pay
grade is 125 and the salary range of the position is $87,094.07 to $134,995.81.
Under F.S. 125.74(l)(k), "the employment of all department heads shall require confirmation by the
board of county commissioners."
