The RFP was designed to allow multiple awards. ITEM BACKGROUND: On February 15th, 2017, the Monroe County BOCC approved advertising a solicitation for proposals for augmented aeration of canals 448, 459, 479 and 480. A Request for Proposals (RFP) was subsequently issued by staff in March. The RFP was designed to allow multiple awards so that multiple technologies could be tested. On April 25 2017 the proposal opening occurred and 2 proposals were received. The publicly noticed selection committee meeting subsequently was held on June 2 2017 to score and rank the respondents. A copy of the final ranking sheet is attached. Approval to negotiate with both firms simultaneously is requested: I. Allied Group USA 2. Earth Tech Enterprises Four canals were selected for the RFP to allow potential multiple awards if more than one alternative technology proposal was received. It is anticipated each vendor may be provided 2 canals for restoration. Because the technologies have not been previously tested in the Keys, staff will hold pre - application meetings with the regulatory agencies who would issue a future permit, to evaluate the potential for receiving such permit for the submitted technologies. If during this time, it is determined that a permit is able to he obtained, staff will continue negotiations with the vendor for a contract. If it is determined that a permit is not able to be obtained, staff will abandon negotiations with that vendor and report back to the BOCC. Background: The Augmented Aeration installation projects are designed to evaluate the cost and effectiveness of utilizing an in situ (in place) aeration technology which introduces oxygen to stimulate bacteria and other organisms to improve water quality to state standards. Canals 448, 459, 479, and 480 in Key Largo were selected utilizing the Canal Management Master Plan ranking criteria. The selected canals exhibit depleted dissolved oxygen in the water column due to the presence of organic sediment. The traditional methods of reducing the amount of accumulated organic sediment require the removal of the material, which is expensive and disruptive to the use of the canal. County staff suggested testing alternative methods that may be a more cost effective means to improve dissolved oxygen in canals with organic sediment. These projects will provide valuable new information to the canal restoration program. Funds are not budgeted for this project. The County has a grant with DEP for $1.5M awarded from the Stewardship funds this year. These 4 aeration projects were included in the grant application with an estimated value of $200,000, as was as the $13M backfilling project for canal 475. Additional grant funds may be necessary for funding all 4 aeration canal projects. New Stewardship funds or RESTORE funds are possibilities for funding. Once the technologies have been tested and if they are deemed successful, residents will be asked to fund 100% of the operations and maintenance costs under an MSBU. PREVIOUS RELEVANT BOCC ACTION: 11/14/16: Approval of C -4 Resolution directing staff to move forward with six additional canal water quality restoration projects [canal 75 or 76 (Key Largo, backfilling); canals 48, 59, 79 and 80 (Key Largo augmented aeration; and canal 83 (Key Largo, organic removal, backfill, and air curtain)]; with the addition of the words "provided a long term funding formula for canal restoration projects has been established ". 02/15/17 Approval to advertise a Request for Proposals for Augmented Aeration Water Quality Improvement Projects for Canals 448, 459, 479, and 480 in Key Largo and approval of a request to waive the requirement for resident financial contributions towards the construction costs.
