Dear Commissioners,
US Highway 1 is in the process of a much needed facelift. Improvements include road repaving,
improving of road shoulders, enhancements of the ocean side bike path, landscaping, and the
creation of a new bayside multi use path.
Today, it is very disheartening to see the newly laid sod destroyed, sometimes within days of
being laid down, by illegal parking on the right of way or by buses and trucks driving on the
right of way. The highway improvements cannot be appreciated with the clutter of illegal signs
both on and off the right of way. The proliferation of outdoor storage, as well as construction
yards, junk yards and other outdoor storage enterprises, have taken its toll on the aesthetics of
Key Largo.
Let's not allow this to continue. It is time to "Clean Up Key Largo". The Island of Key Largo
Federation of Homeowners Association [Federation] feels that the County and State must begin
to enforce their ordinances and regulations or these enhancements will be a waste of our money.
The Federation is asking the BOCC to declare 2014 as "Clean Up Key Largo" year and within
the declaration direct the staff to enforce current laws and ordinances, work with the State FDOT
to ensure that business and individuals are in compliance with the right of way regulations, and
assist civic groups in improving the beauty and uniqueness of Key Largo.
While it is the County Staff who will determine how this declaration will be implemented, we
would like to recommend the following:
• Code Compliance notify by print media "Clean Up of Key Largo" by the enforcement of
County and state codes regarding signage, compliance to requirements of existing
permits, and right of ways starting within one month of the proclamation
• Code Compliance use its existing ordinances to notify and then serve violation notices to
those not in compliance
• Fund a landscape buffer for the new multi use bayside path
• Place small pyramid shape cement barriers or other such barriers that will discourage
vehicles from parking or driving on grassed areas
• Form under the auspices of the Planning Commission, a Key Largo advisory group of
civic groups and interested individuals to work together to improve the aesthetics of Key
Largo
The Federation does not believe that this "Clean Up Key Largo" rests solely on the County
shoulders. The Federation has begun to reach out to other civic groups and the Sheriff s
Department to work with them in making and ensuring that Key Largo becomes a beautiful
Gateway to the Keys. Along with the BOCCs capacity to establish a course of action, we feel we
could make a positive improvement to our island.
The Federation will continue to work with your staff and others to make Key Largo a hometown
we can all be proud of.

The Tavernier Community Association supports the island of Key Largo Federation
of Homeowners Association request for a "Clean up Key Largo", BOCC
proclamation and proposed activities.
As residents we have suffered through our medians going through a cycle of being
torn up, re -sodded and torn up again because of the installation of the sewer lines
and the re -paving of the overseas highway, all worthwhile projects. We have seen a
proliferation of illegal signs, vehicles parking in the right of way, and businesses
not in code compliance. This has resulted in our community looking poorly.
We are willing to work to improve Key Largo and are offering to send a
representative to be on an advisory committee with County staff and other
interested parties to make Key Largo a showcase in the Keys. We believe the
county must lead this effort. We encourage you to vote for the "Clean up Key
Largo" proclamation.

Dear Mayor Murphy, The Florida Keys Elks lodge #1872 supports the island of Key Largo Federation of
Homeowners Association request to clean up Key Largo.
The island of Key Largo has been subjected to prolonged construction as a result of our sewer system
and the decision to install a line to lslamorada. This unfortunately has taken a huge toll on the overall
appearance of Key Largo. This unsightly look, in some cases, is causing our residents to lose respect for
this wonderful place. Illegal signs, trash and code violations are becoming more common.
We believe the idea to have a structured comprehensive effort to reduce this blight is in the interest of
all concerned. We are and want to continue to be proud of our island chain. On behalf of our
membership we urge you to implement a "Clean up Key Largo" campaign.
