ITEM BACKGROUND: At a regular meeting held April 8, 2014 the CCAC reviewed the draft RFP for yard waste processing and discussed potential methods for disposal of yard waste and also potential evaluation critefia for the RFP, "bull, D I C-1 $RCII W.1h I The CCAC also unanimously moved to recommend the RFP evaluation criteria contain the following- • Evaluation categories for environment and climate change impacts; • Environment and climate change impact categories be scored with equal to or greater than weights than any other category; • A GHG analysis of each proposal include a comprehensive analysis using the non-biogenic protocol; 4 Positive points be identified for proposals that reduce the environmental footprint; • Positive points be identified for proposals which propose to process additional waste streams [beyond yard waste]; • Positive points be provided for proposals which can process excess yard waste generated from extreme storm eveits. PREVIOUS RELN—ANT BOCC ACTION: January 18, 2008: Resolution No. 177-2008 established the creation of an advisory board to recommend green standards to be adopted as local technical amendments into the Florida Building Code. April 15, 2009: Resolution 121-2009 renamed the task force the Green Initiative Task Force and changed its focus to providing recommendations to the BOCC of environmentally sound practices and techniques to protect the environment. The Green Initiative Task Force was sunset on October 1, 2010. September 15, 2010: BOCC requested staff to prepare a resolution for consideration in January, 2011 for establishment of a new advisory panel to continue the cfforts started by the previous board. January 19,2011: BOCC authorized Resolution OG2 - 2011 to establish the CCAC, and authorized them to make recommendations regarding climate change mitigation and adaptation strategies. The sunset date was set for October 1, 2013. March 30, 2013: BOCC accepted the draft Climate Action Plan as prepared by the CCAC. September 17, 2013: On September 17, 20 t 3, the BOCC approved an extension of the CCAC for two years.
