3.A (2.c), reducing the advertisement period from 45 days to 32 days to accommodate FAA grant
application deadline for FY 17.
ITEM BACKGROUND: The airport is re- advertising the project with a reduced scope of
work, addition of asbestos testing and the addition of a maximum value to be used for asbestos
abatement contingent on the results of the new asbestos testing requirements. This is due to the
fact that no bids were received at the initial bid opening held June 14, 2017, this new approach
should attract bidders to submit proposals.
The reduced scope of work is from fifty -five (55) Key West by the Sea residential units and two
(2) single family homes to only two floors of Key West by the Sea Building B consisting of
nineteen (19) units and the two single family homes. The objective of this project is to reduce
interior noise levels generated by exterior aircraft operations for neighboring residents whose
homes qualify for the FAA Noise Insulation Program. Qualification is based on the FAA
approved 14 CFR Part 150 Noise Compatibility Program and associated Noise Exposure Map
and related federal requirements.
The award of bid /contract for this project is contingent upon the anticipated receipt of the FAA
grant (90 %), with a 10% match from Airport Operating Fund 404 (to be fully reimbursed with
PFC Application #17, when approved by the FAA).
PREVIOUS RELEVANT BOCC ACTION:
Approval of Master Agreement with THC, Inc. on June 10, 2015; THC PSO #1 for NIP Phase 1
Design Services on October 21, 2015, and THC PSO #2 for Phase 1 Design, Review and Bid
Services on October 19, 2016. On September 21, 2016, the BOCC approved FAA Grant 37 -52 for
$1,284,751 for NIP Phase 1 design. On April 12, 2017, the BOCC gave approval to advertise for
bids; however, no bids were received at the June 14, 2017 bid opening.
