AGENDA ITEM WORDING: A Resolution by the Monroe County Board of County Commissioners
extending the Monroe County Climate Change Advisory Committee (CCAC) to allow the members to
continue making recommendations regarding climate change mitigation and adaptation strategies. A
new sunset date of October 1, 2017 is established.
ITEM BACKGROUND: This is a continuation of the BOCC efforts that began with the Green
Initiative Task Force and the current CCAC. This committee will continue to assist the County in
addressing coordinating strategies for addressing climate change impacts, particularly mitigation and
adaptation strategies.
PREVIOUS RELEVANT BOCC ACTION:
• On June 18, 2008, Resolution No. 177-2008 established the creation of an advisory board to recommend
green standards to be adopted as local technical amendments into the Florida Building Code.
• On April 15, 2009, Resolution 121-2009 renamed the task force the Green Initiative Task Force and
changed its focus to providing recommendations to the BOCC of environmentally sound practices and
techniques to protect the environment. The Green Initiative Task Force was sunset on October 1, 201 O
• On September 15, 2010, the BOCC requested staff to prepare a resolution for consideration in January,
2011 for establishment of a new advisory panel to continue the efforts started by the previous board.
• On January 19, 2011, the BOCC authorized Resolution 002-2011 to establish the CCAC, and authorized
them to make recommendations regarding climate change mitigation and adaptation strategies. The
sunset date was set for October 1, 2013.
On March 20, 2013, the BOCC accepted the draft Climate Action Plan as prepared by the CCAC.
On September 17, 2013, the final Climate Action Plan was presented to the BOCC for final approval
On September 17, 2013, the BOCC authorized Resolution 263-2013 to extend the CCAC, and
authorized them to make recommendations regarding climate change mitigation and adaptation
strategies. The sunset date was set for October 1, 2015.

WHEREAS, the Board of County Commissioners in 2008 approved the creation of the Green
Building Code Task Force, later renamed the Green Initiatives Task Force that was sunset on
October 1, 2009; and
WHEREAS, the Green Initiative Task Force was a productive effort that resulted in the awarding
of the $3M FL Energy & Climate Commission Grant to Monroe County and a Sustainable Vision
Statement; and
WHEREAS, the County passed a resolution in November, 2010 agreeing to participate in
the ICLEI Climate Resilient Communities program that required community input; and
WHEREAS, the County passed Resolution 002-2011 in January 2011 agreeing to
authorize the Climate Change Advisory Committee ("CCAC") with a sunset date of
October 1, 2013; and
WHEREAS, the County passed Resolution 263-2013 in September 2013 agreeing to
authorize the two year extension of the Climate Change Advisory Committee ("CCAC")
with a sunset date of October 1, 2015; and
WHEREAS, the CCAC prepared a Climate Action Plan for the County which was
accepted in by the COUNTY in March, 2013; and
WHEREAS, the CCAC desires to continue meeting to develop in-depth climate change
mitigation and adaptation strategies on behalf of the County; and
WHEREAS, climate change will impact all segments of the Monroe County community and
effective policies will require intergovernmental cooperation; and
NOW THEREFORE E IT RESOLVED by the Board of County Commissioners for Monroe
County Florida:
Section 1. The Climate Change Advisory Committee continues, and is composed as follows:
a. There will be eleven voting members with two members appointed by each
commissioner with at least one from his or her district and one member appointed by
the County Administrator. All voting appointees shall be ratified by the Board of
County Commissioners, and;
b. Other governmental entities such as the utilities, municipalities, constitutional
offices, school board or other state and federal agencies may participate as non-
voting advisors.
Section 2. Each member shall serve a tenn of one year which term may be renewed for one
additional year. Any vacancies shall be filled by the appointing commissioner or
County Administrator, as appropriate, for the duration of the term.
Section 3. The purpose of the extended Climate Change Advisory Committee shall be to
continue to make recommendations to the BOCC regarding appropriate mitigation
and adaptation policies needed to address climate change issues.
Section 4. The Climate Change Advisory Committee shall meet at least quarterly during business
hours. The County Administrator shall assign appropriate staff to take minutes and
provide meeting coordination and logistics.
Section 5. The Climate Change Advisory Committee shall sunset October 1, 2017 unless it has
accomplished its purpose earlier in which case it shall be terminated.

meeting of said Board held on the 16'h day of September 2015.

Dear Monroe County Commissioners,
Thank you for appointing us to serve on the Climate Change Advisory Committee (CCAC) to
make recommendations regarding appropriate mitigation and adaptation policies needed to
address climate change issues and to provide input to staff regarding implementation.
Many of the climate action items that the CCAC has recommended exist under the
framework of the Monroe County Strategic Plan (Goal II-C: Promotion of Energy Conservation
and Sustainability) and the Monroe County Comprehensive Plan (Energy and Climate Element).
As the County continues to move toward leadership in climate change issues, we believe there is
much more assistance we can provide the Commission in this area. Soon Monroe County will
finalize the Sustainability Action Plan which will outline 5 years of recommendations for
sustainability projects, including implementation of many items contained in the Climate Action
Plan. The Climate Change Advisory Committee is well poised to offer review and prioritize
recommendations on these actions to the Board.
Important areas for which we have identified priorities include; development of Adaptation
Action Areas, providing outreach and education on climate science and adaptation, analysis of
science gaps and risk assessment, and development of outreach materials for the STAR and
FEMA Community Rating System to achieve the maximum points available.
We are proud of the accomplishments of the committee including:
• Input into the development of the County's Sustainability Action Plan
• Finalized the Climate Action Plan for the County, Adopted in 2013
• Encourage/promote technology and video-conferencing for committees
• 20% Target Strategy (Resolution 067-2010)
• Monroe County Energy Efficiency Strategy (Resolution 102-2012)
• Sustainable Vision Statement
• Florida Green Building Code Coalition's green building standard for County -owned buildings

We appreciate and support the leadership that the Board of County Commissions has shown
in outreach and analysis of the risks from climate change to our community. We are asking that
you consider approving the resolution extending the Climate Change Advisory Committee for
two additional years so that we may continue to work with you on these important issues.
