Survey Report for the Fiscal Year 2018 Budget.
ITEM BACKGROUND: The County Administrator directed staff to conduct a follow -up to the
2009 Residential & Business Survey to serve as a framework and guidance tool for the development
of the FY2018 Budget. Residential and Business surveys were distributed at community forums,
available on the County website, at County libraries and a random mailing was conducted.
Increased awareness was promoted through the local news coverage, social media outlets and
advertised on Monroe County Television (MCTV). As a result of this outreach 443 residential
surveys were completed and 23 business surveys completed. Results of the surveys are presented in
the 2017 Residential & Business Community Input Survey Report.

Honorable Mayor, Members of the Commission, County Administrator and Citizens of Monroe
County:
In 2009, the Monroe County Board of County Commissioners, led by the County Administrator,
began the process of developing a long -term vision for the community. The 2013 -2018 Strategic
Plan articulates the County's vision identifying priorities, goals and providing a bridge to the
future based on information gleaned from both residents and the business community.
From the beginning, the effort was to create a community -wide vision reflecting the desires of
Monroe County residents and stakeholders, while meeting the mandated core services of
County government as defined in the Florida Statutes thereby directing decision - making by botr
the County and local community leaders.
During its development, the County Administrator challenged staff with a new set of "Guiding
Principles" which served as our core values moving forward:

Applying the guiding principles, the Administrator and staff set out to effectively gather opinions
and ideas from a county -wide range of stakeholders through a series of 24 community outreach
meetings to gather face -to -face direct feedback from constituents from the Upper, Middle and
Lower Keys.
At the community meetings, Residential and Business surveys were distributed and comments
from the public were solicited. The survey questions covered government operations, services,
responsiveness and a variety of other County issues. Additionally, the surveys were distributed
through mailings, public commission meetings and made available on the County website. A
separate on -line Customer Satisfaction Survey was also available on our website and staff
reviewed 490 responses to that survey.

The community forums served as a multi- faceted outreach program, giving staff the opportunity
to use the information gathered as the foundation upon which programs and resources would
be allocated in the Fiscal Year 2018 budget.

The forum outreach included five elements:
1. Access to a representative group of Commission members, Monroe County Senior
Leaders and the County Administrator.
2. Visual communication through a short film outlining some of the County's responsibilities
and accomplishments, with an emphasis on the character, image and assets of the
community; ending with an invitation by the Mayor to "tell us what you want" from your

This document of the survey results represents the culmination of an effort by the County
Commission, Administration and staff that began in January 2017. Over the succeeding
months more than 443 citizens from across the County generously gave of their time to
answer survey questions, participate in group meetings, offer ideas, and debate issues.

Strategic Planning Process
Re: RESIDENTIAL SURVEYS
To my fellow County residents, business - owners and stakeholders,
Monroe County has begun to update its 2018 -2022 Strategic Plan, which will guide the County's
future policy and budget decisions. The first, critical step in this process is to hear directly from
members of the community about your priorities, concerns and vision for the future of the County.
Over the next few months, we will seek your input through a series of community meetings
throughout the County, as well as from surveys, including the one attached. The results will provide
the foundation for the Strategic Plan update.
E.3.a
This survey asks for your opinions about the services provided by the Monroe County Board of
County Commissioners, which has jurisdiction over unincorporated Monroe County, which is that part
of the Florida Keys that lies outside the municipal boundaries of Key West, Marathon, Layton, Key
Colony Beach and the Village of Islamorada.
When filling out this survey, please keep in mind that Monroe County does not make decisions for
those municipalities. Monroe County also has no jurisdiction over other County -wide entities such as
the Monroe County School District or Monroe County Mosquito Control.
However, Monroe County owns and is responsible for vital infrastructure throughout the entire
Keys, some of which is located within the municipalities. The county's infrastructure responsibilities
include: 2 airports, 23 parks, 5 beaches, 8 boat ramps /launches, a community pool, approximately 312
miles of county roads, 26 county bridges, 5 libraries, 5 fire stations, 3 government centers, 5
courthouses, a medical examiner's facility, an assisted living facility, 2 senior centers, 2 museums,
facilities for the State Attorney and Public Defender's offices, and scores of facilities throughout the
Keys for county operations.
In addition to constructing and maintaining infrastructure, Monroe County provides direct services
like fire protection, emergency medical, solid waste and recycling, wastewater and social services to its
own residents, as well as funding for over 34 not - for - profit organizations that provide critical medical,
mental health, dental, food and shelter, special needs, hospice, senior and youth programs to all
residents throughout the Florida Keys, including the residents of the municipalities.
By State law, Monroe County is also required to provide facilities for the State Court system and to
provide the facilities for and fund the services of Monroe County's Constitutional Officers, which are
the Clerk of the Court, Property Appraiser, Tax Collector, Supervisor of Elections and the Sheriff's
Office. However, they operate independently and Monroe County is not responsible for the services
they provide.

Strategic Planning Process
Re: BUSINESS SURVEYS
To my fellow County residents, business - owners and stakeholders,
Monroe County has begun to update its 2018 -2022 Strategic Plan, which will guide the County's
future policy and budget decisions. The first, critical step in this process is to hear directly from members
of the community about your priorities, concerns and vision for the future of the County.
Over the next few months, we will seek your input through a series of community meetings throughout
the County, as well as from surveys, including the one attached. The results will provide the foundation
for the Strategic Plan update.
This survey asks for your opinions about the services provided by the Monroe County Board of County
Commissioners, which has jurisdiction over unincorporated Monroe County, which is that part of the
Florida Keys that lies outside the municipal boundaries of Key West, Marathon, Layton, Key Colony
Beach and the Village of Islamorada.
When filling out this survey, please keep in mind that Monroe County does not make decisions for
those municipalities. Monroe County also has no jurisdiction over other County -wide entities such as the
Monroe County School District or Monroe County Mosquito Control.
However, Monroe County owns and is responsible for vital infrastructure throughout the entire Keys,
some of which is located within the municipalities. The county's infrastructure responsibilities include: 2
airports, 23 parks, 5 beaches, 8 boat ramps /launches, a community pool, approximately 312 miles of
county roads, 26 county bridges, 5 libraries, 5 fire stations, 3 government centers, 5 courthouses, a
medical examiner's facility, an assisted living facility, 2 senior centers, 2 museums, facilities for the State
Attorney and Public Defender's offices, and scores of facilities throughout the Keys for county
operations.
In addition to constructing and maintaining infrastructure, Monroe County provides direct services like
fire protection, emergency medical, solid waste and recycling, wastewater and social services to its own
residents, as well as funding for over 34 not - for - profit organizations that provide critical medical, mental
health, dental, food and shelter, special needs, hospice, senior and youth programs to all residents
throughout the Florida Keys, including the residents of the municipalities.
By State law, Monroe County is also required to provide facilities for the State Court system and to
provide the facilities for and fund the services of Monroe County's Constitutional Officers, which are the
Clerk of the Court, Property Appraiser, Tax Collector, Supervisor of Elections and the Sheriff s Office.
However, they operate independently and Monroe County is not responsible for the services they provide.
