ITEM BACKGROUND: On June 8, 2017 the airport received a Commercial Airline Application from Elite Airways to operate scheduled passenger flights from the Key West International Airport (EYW) starting on February 1, 2018. Elite has proposed using a 70-seat CRJ 700 jet providing four (4) departures per week to their Florida hub in Melbourne (MLB) starting on or about February 1, 2018. The airline will operate on a month to month tenancy and will be billed in accordance with the BOCC approved Airline Rates and Charges schedule. The monthly revenue flow from terminal charges is estimated at about $20,000 per month but could vary greatly based on type of ground handling services provided (i.e. — contract versus employees), and any incentives applied for (i.e. — waiving of landing fee for a period of time). Other monthly revenue includes the following (based on 70% load factors @ 784 passengers per month): - Revenue Per Passenger ($5.66) $4,437 - Passenger Facility Charges ($4.39) $3,442 - Airport Improvement Program Entitlements ($5.20) $4,770 Total - S12.649 Der month in additional revenue flow.
