AGENDA ITEM WORDING: Discussion and approval of the elimination of the $5.00 vessel
pump -out fee.
ITEM BACKGROUND: This request to reconsider stems from a meeting at the Key Largo
Govt. Center, of representatives of all law enforcement agencies working in the Upper Keys.
Information was brought forward that may change our direction to staff. (see attached backup)
PREVIOUS RELEVANT BOCC ACTION: In Oct. 2011, the BOCC gave direction to staff
to continue the $5.00 pump -out fee.

Information to eliminate the $5.00 pumpout fee:
l- Boaters pay marine fuel taxes- aportion ofwhich goes toU5FVVS then hothe Stote'sClean Vessel Act Program,
which then goes tmthe County tnoffset costs ofthe pumpoutprogram
2- Boaters pay registration fees- a portion of which goes to 8oadoQ Improvement Funds, which is used by the
County tooffset costs ofthe pumpnutprogram
3- Eliminating the $5punnpoutfee- optimizes participation inthe program. Many boaters will not get opumpoutif
there isany fee at all
4- Administration of the $5 pumpout fee- is staff resource intensive and has to be accounted for (goes through
several hands and requires documentation at several points in the process)
5- Exchanging the $5- is not practical as often the person is not on the boat, and leaving $5 in a ziplock bag
sometimes has unintended consequences (the money issometimes taken)
6- Safety- it is not safe for the pum pout operator to carry money on the pumpout vessel
7- USFVVS prefers that there isnofee- the CVAprogram administrator has indicated that the USFVVSprefers that
the pun1poutsare free,
but they allow ostocharge SS
8- Other pumpout programs in the state- indicate that having nofee optimizes participation and greatly reduces
