AGENDA ITEM WORDING: Approval to negotiate a contract with Adventure Environmental,
Inc., the highest ranked respondent, for the backfilling of canal 75 in Key Largo, whose proposal
price of $1,216,000 is $184,000 below the engineers estimate of $1.4 Million, to be funded in full by
the $1.5M DEP Stewardship Grant LP44073.
ITEM BACKGROUND: An RFP was issued in May, 4 proposals were received on July 06, 2017.
The selection committee met in a publicly advertised meeting on July 21, 2017 to score and rank
proposals. The results were as follows in order of rank:
41 Adventure Environmental, Inc. $1,216,000.00
42 Earth Tech Enterprises, Inc. $1,753,772.00
43 Kearns Construction Company $2,172,401.00
44 Shoreline Foundation $2,190,071.00
DEP is funding this project through the Stewardship grant LP44073. Canal 475 in Key Largo was
identified as a Poor canal that is too deep, lacks oxygen, and is in need of a backfilling restoration.
The restoration of Canal 475 in Rock Harbor involves backfilling to raise the canal bottom to 6 feet
below the Mean Sea Level, which is the optimum depth to allow for tidal flow in and out of the
canal. These improvements are anticipated to restore the impaired waters of the canal, and bring the
dissolved oxygen levels up to meet State 62 -302 Class 3 marine water quality standards.
PREVIOUS RELEVANT BOCC ACTION:
02/15/17: Authorize entering into a $1.5M income grant from the Department of Environmental
Regulation as part of the Keys Stewardship program for canal restoration projects (to fund the 4
Canals 448, 459, 479, and 480 for Augmented Aeration and Canal 75 for backfilling).
04- 19 -17: Approval to advertise a Request For Proposal for the backfilling of canal 75 in Key Largo,
funded by the State Stewardship grant for FYI 7.
