ITEM BACKGROUND:
The Monroe County Mayor declared a State of Local Emergency on September 5, 2017 due to
Hurricane Irma, a "threat of danger to the populace inhabiting Monroe County" and that the County
"may require expedient action in order to protect the health, safety and welfare of the community."
Hurricane Irma, a Category 4 hurricane, made landfall in the Florida Keys on September 10, 2017,
causing substantial damage to and loss of property.
During the initial recovery phase, County staff are prioritizing the acceptance, review and issuance
of emergency building permits in order to provide expedient action in order to protect the health,
safety and welfare of the community.
As such, the Planning & Environmental Resources Department must shift its focus to assist in the
processing of emergency building permits and will temporarily suspend the acceptance and
processing of the Department's applications, including ROGO/NROGO applications and allocation
award deadlines.
Monroe County is enacting a 180 -day temporary emergency suspension of the expiration of ROGO
and NROGO allocation awards, due to the impacts of Hurricane Irma. For those allocation awards
for which award letters were issued prior to September 5, 2017, and not already expired, building
permits must be issued within 180 days of September 5, 2017 (on or before March 4, 2018),
notwithstanding the deadline specified in the award letter.
Monroe County is deferring the issuance of allocation award letters. Upon issuance of the award
letters, applicants will be given 180 days to pick up building permits.
Monroe County is deferring the processing of new and existing ROGO and NROGO applications
and Planning Commission review for Quarter 1 of the ROGO/NROGO Year 26 (7/13/17- 10/12/17).
Quarter 1 of the ROGO/NROGO Year 26 (7/13/17- 10/12/17) and Quarter 2 of the ROGO/NROGO
Year 26 (10/13/17- 1/12/18) shall be combined for evaluation and award of allocations.
The resolution is proposed to become effective retroactive to September 5, 2017.

WHEREAS, the Board of County Commissioners is the legislative body of Monroe
County, Florida; and
WHEREAS, the Monroe County Mayor declared a State of Local Emergency on
September 5, 2017 due to Hurricane Irma, a "threat of danger to the populace inhabiting Monroe
County" and that the County "may require expedient action in order to protect the health, safety
and welfare of the community;" and

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
