Subject: Curfew
WHEREAS, on Monday, September 4, 2017, Governor Scott issued Executive Order 17 -234, declaring a state
of emergency throughout Florida due to the impacts of Hurricane Irma; and
WHEREAS, on Tuesday, September 5, 2017 at approximately 11:40 a.m., George Neugent, the Mayor of
Monroe County, issued an order declaring a state of local; and Elo . -N :21:390'71

WHEREAS, Hurricane Irma has left severe devastation in Monroe County; and
WHEREAS, the Governor's Executive Order, the local Declaration of Emergency, F.S. 2$4.38(3)(a)l., and
Monroe County Ordinance No. 28 -1987 as codified in Section 11 -1 of the Monroe County Code, vest the
Emergency Management Director with broad authority to issue emergency orders to protect the health, safety,
and welfare of the residents of Monroe County and public and private property during a state of emergency;
and
WHEREAS, F.S. 870.045 states that whenever a public official declares a state of emergency, he or she may
order emergency measures, including curfews; and
